MEMORANDUM TO: FROM: DATE: SUBJECT: Mayor & City Council Greg Berg, Environmental Officer March 7, 1997 ENVIRONMENTAL ISSUES Clean Up Day The clean up day will be run basically the same as it was last year with most of the same vendors being involved. The vendors were chosen for service at the clean up day because of lower cost and their cooperative efforts last year. The city will again be receiving the maximum amount available for SCORE grants at $3500.00 to fund the clean up day. We will be needing volunteers and city staff to help with the collection of these hard to dispose of items. Attached you will find a copy of the SCORE grant application and clean up day ad that was placed in the Current and will be run in the newspaper at a later date. SCORE Recycling Application The purpose of this grant is the same as in the past, to promote the increase of the county's recycling rate and to reduce the amount of trash incinerated or landfilled. My idea was to combine two projects into one, incorporating recycling and education. The new program that I came up with was to implement recycling in the city's parks and downtown areas. This would be a stepping stone for the city to once again get ahead of everyone else in a worth while cause. As you read the copy of the application to the county board it explains the scope of the project and it's educational aspects. As shown, the city is required to incur at least 25% of the costs involved with these projects. The main costs for the city in this program would be the staff time and equipment as well as an increase in hauler cost. 13065 Orono Parkway · P.O. Phil Hals and myself will be organizing this program in a cooperative effort. The order form is attached for your information on what is available. City Hall will be taking orders until April 1, 1997 and the trees will be ready for pick up at the public works garage sometime in the middle of May. Extra Garbage Pick Up The city has had an on going problem with the issue of extra garbage that won't fit in a residents 32 or 90 gallon container. On February 28, 1997, I held a meeting at city hall with the three haulers (Randy's Sanitation, Corrow's Sanitation, Peterson Bros. Sanitation) and Vivian from utilities. We discussed what to do with the above mentioned situation. The haulers agreed to go to a sticker system, so that any extra bagged garbage would be required to have a sticker on it or it would not be picked up. The stickers will be provided by the haulers and purchased by the city for $1.50 and then sold by utilities to the city residents for $2.50. The $1.50 that the hauler will be charging the city will go to pay for the stickers and to compensate for an increase in the disposal cost of the extra garbage. The $1.00 that the city adds to the cost for the residents will be to pay the disposal cost at the RDF plant and for administrative fees. An example of the notice to be sent out in the next utility billing is attached for you to look at. The program is targeted to begin April 1, 1997. Code Enforcement Update As far as I know there has not been much of a change in the status of the complaint cases since you were last updated. I have enclosed a copy of the most recent spread sheet of complaint cases for your viewing. The City of Elk River is proposing to add to our recycling program by the addition of separate recycling containers within our parks and downtown area. This would consist of adding additional barrels for either the separation (alternative A) or comingling (alternative B) of cans, plastic, and glass at all locations where trash is picked up. The reasoning for adding containers at every location is that otherwise the recyclables will end up in the trash. This is also an excellent tool for educational purposes within the county in many public places. All of the containers will be labeled for glass, plastic, and cans and everyone in these areas will recognize the program that is taking place, which in turn promotes recycling in other places. Each barrel will be labeled with a logo promoting the City of Elk River recycling in cooperation with Sherburne County (see attached sheet). 3.) The City of Elk River is experienced in organized collection with it's curbside and City building recycling. This will be no problem to have collected since the hauler with the City contract (Pretzels Sanitation) already picks up all of these items. 4.) Yes, the recycling stations will be picked up on a weekly or bi-weekly basis to start out with, until we get a better feeling for how much of each material will be generated at each site. If needed pickup will become more frequent and more containers will be added to keep this collection proficient. 5.) The project will involve the increase of recycling because at these locations there hasn't been the opportunity to do so before this. With the increase in separation or comingling of recyclable materials, less waste will be put into the trash resulting in lower volumes of garbage disposal. It is easy to identify which materials will be involved because they will be labeled directly on the container. The monthly and annual volumes are hard to estimate because of factors such as: time of year, difference in sites, and a project of this scale or magnitude has never been done. Reports will be submitted to the Sherburne County staff and Solid Waste Advisory Committee as progress occurs with the project. 7.) Please see the attached sheets labeled "alternative A" and "alternative B", showing the difference in costs between having the recyclables separated or having them comingled. There is a reduced cost in implementation with the comingling of the materials because less barrels are needed, but as you will notice the hauler cost is increased in this situation. I hope that these options are helpful in deciding which direction the City of Elk River can go with this project. Please don't base your decision on the difference in cost between the two alternatives, lets look at what is best in the long run from an economic as well as implementation standpoint. Attention Elk River Residents New policy for extra trash effective April 1, 1997. As of April 1, 199"/all extra garbage that will not fit in your container at your residence will be required to be tagged with a sticker. These stickers may be purchased at the utilities office. Any garbage that will not fit in your barrel and is set along side of it will not be picked up unless it has a sticker from ~7our particular hauler on it. The cost per sticker will be $2.50 to cover the extra disposal costs and the administration that goes along with this program. If your household ends up purchasing these stickers on a regular basis, it would be advantageous to either get a larger barrel or a another one. As you will notice each sticker is good for one 30 gallon bag of garbage not to exceed 40 lbs. in weight (a draft of the sticker to be used is pictured below). Items that cannot be bagged, such as furniture, electronics, building materials, etc., will need to be taken care of directly by calhng your hauler and making arrangements to have them dispose of it properly.
