MEMORANDUM iver Mayor & City Council FROM: DATE: Pat Klaers, City Admi~~ March 17, 1997 SUBJECT: Mobile Home Appraiser On February 18, 1997, the City Council approved a motion in support of a manufactured home park closing ordinance and directed that a pubic hearing be held on March 17, 1997, to consider this ordinance. Part of the ordinance states that the value of the manufactured homes should be based on an appraisal of the estimated market value. The proposal that determined the value of the manufactured home by using the county's assessed value information was rejected by the Council. The ordinance under consideration by the City Council on March 17 also states that the City Administrator will select the independent appraiser. On February 19 and 20, 1997, I sent letters to the following individuals requesting information on qualified firms that they are aware of who could conduct the independent appraisal (see attachments): · Ty Bischoff, County Assessor · Mark Brunner, Executive Vice President, Minnesota Manufactured Housing Association · Earl and Lorraine Hohlen, Owners of Elk Terrace Mobile Home Court · Heather Bergmann, Elk Terrace Mobile Home Court Tenant Additionally, I had Assistant City Planner, Scott Harlicker contact Green Tree Financial Corporation, Minnesota Manufactured Housing Association, and Mobilhome Minnesota in order to get information on qualified appraisal firms. The appraisal firms that Scott received references on are noted in his attached memo dated 2/28/97. Mr. Hohlen responded to my request for information on firms in writing and supported the Alpine Appraisal Services firm and the Newcombe and Hansen firm. Heather Bergmann responded with a telephone call and indicated support for Credit Management Resource Corp. These are also the three firms that the Assistant City Planner received information on, so I sent these three firms a letter requesting information on their qualifications (see attachments). I did not receive anything in writing from Mr. Brunner or Mr. Bischoff. However, the County Assessor did verbally advise me that the 13065 Orono Parkway · P.O. Additionally, two tenants of the mobile home park called with information on firms that they felt were qualified to do appraisal work. One of the firms referred to me by a tenant was Wright Sherburne Realty and the individual from this firm that I was referred to is a mobile home dealer and is not a licensed appraiser. The other firm suggested to me by another tenant was Riverside Appraisals and, in this regard, I had a telephone conversation with Seth Foster regarding his experience with mobile home appraisals and have sent him a letter requesting that he submit his qualifications (see attachment). In a March 17, 1997, telephone conversation with Mr. Berge Hansen, of Newcombe and Hansen, he indicated that no one in his firm has the certification necessary to do appraisals for mobile home units. The Newcombe and Hansen firm typically does appraisals on mobile home parks, but not on individual homes within the park. At this point, I am awaiting the receipt of the qualifications from Alpine Appraisal Services, Credit Management Resource Corp., and Riverside Appraisals. If the information from these firms is received in a timely manner, it will be included in this packet. If not, I will distribute the relevant information at the March 17, 1997, Council meeting and offer my recommendation at that time. In reviewing the proposed ordinance with the City Planner and the City Attorney, it should be noted that the ordinance provides for the City to ensure that there is a fair process established in determining the market value of the manufactured homes. The City is selecting the appraiser or appraisers that the tenants and owners can use. The ordinance does not require the City to hire the appraiser to do the work of appraising the manufactured homes.
