SUBJECT: CIP Meeting Date
ITEM 4.3.
As noted during the City Council discussion on March 17th about the
Highland Road sidewalk, there are a lot of capital improvement program
(CIP) activities going on in the city. In order to address some new projects
that are desired, the City Council needs to get together in a worksession to
review the status of the city CIP. The City Council needs to:
Review what projects are in progress and the funding source for these
projects.
Evaluate what is planned for 1997-98 and the proposed funding source
for these projects.
Consider and evaluate which projects are not yet programmed due to
lack of available funds.
4. Identifying new projects that are desired by the City Council.
5. Discuss the status of the CIP funds to address #3 and #4 above.
Attached is the schedule for Council meetings for the next few weeks. These
are formal Council meetings and do not include commission meetings or
other meetings that Councilmembers may be committed to attend. We need
to find a date when all five Councilmembers are present for 3+ hours to do
some CIP work. It would be best to do this at one meeting rather than have
our CIP work broken up into different meetings. A Monday is not likely to
have 3+ hours available so, accordingly, we may be looking at a special
meeting date in order to have a discussion on the city's CIP for 1997-98.
Please bring your calendar to this meeting in order to help us identify a CIP
meeting date. If you are not going to be in attendance at this 3/24/97 City
Council meeting, please advise me or the Mayor of dates (including
Saturdays) which you are not available for a special CIP worksession.

All of the listed non-programmed projects have been previously discussed
the Cit}' Council at one time or another. Some of these projects are ver}' high
priorities, but no funds are currently available to finance the project. The
projects listed can, and most likely- ~vill, change in scope from the initial
discussions depending on the perceived need for the project, the priorities of
the City Council, and the amount of funds available, t~ is anticipated that as
a project gets closer to being undertaken, it would be moved to a specific CIP
year during the annual update of the CIP. Nonetheless, any of the projects
hsted in the non-programmed category could happen at any year based on
action by the City Council.
It should be noted that most of the street projects are in competition for the
same source of funds. These sources include MSA funds for those projects
that meet its eligibility criteria, the street reserves, and the Capital Projects
reserves. Additionally, the City needs to pay attention to developing its
equipment reserves for some of the major items listed above. Finally, the
City will have to consider pubhc referendum-voter approved bonds for some
of the major buildings hsted in this non-programmed categow.
It should be noted that some of the non-programmed projects are very long
range in nature and it may be many years before they are financeable and
undertaken.
