5.5 PCSR 11-09-2010.,`'~~i Gity of Elk -.~ River ITEM # 5.5 MEMORANDUM TO: City Staff Appointed Board and Commission Members CC: Mayor and City Council FROM: Lori Johnson, City Administrator DATE: October 28, 2010 SUBJECT: Adoption of Elk River's Vision and Goals At the October 11 Council work session, the proposed Elk River Vision and Goals developed by the management team staff and Council member Westgaard in September through two full days of discussion, study, ands lengthy evaluation were presented to the Council for review. A copy of the staff memo more fully outlining the process and the presentation to the Council can be found on the City's website under your government by searching agendas and minutes tab then the City Council agenda packet for the October 11, 2010, meeting and accessing the staff report for item 5.1. Following discussion on October 11, the Council adopted the vision and goals at the October 18 meeting with minor revisions to three of the four goals. The adopted vision and goals are below: The Vision Abounding in natural beauty, Elk River is a vibrant, historic river town that promotes an active lifestyle in an innovative and involved community offering unlimited opportunities. Goals supporting the Vision • Innovation -Develop new programs and services to meet the needs of the community. • Community Development -Enhance community involvement and public participation through a variety of innovative outlets. • Beautification- Have attractive welcoming streetscapes at City entrances and primary corridors. Enforce zoning ordinances. • Opportunities -Foster apro-business atmosphere that provides incentives and other opportunities for new and existing business growth. In addition, commissions and boards are encouraged to consider actions they can take to further the goals. Those should be conveyed through the appointed Council liaison and staff representative. Decisions and actions of the elected officials, boards and commissions, and staff should be consistent with the goals. For instance, future budgets will be de~-eloped to align with the goals and to provide staff the resources needed to implement actions to attain the goals. Finally, in the near future we will review the steps we have taken thus far to ensure that progress has been made to implement actions to achieve the goals. It is very important that the efforts of staff and the Council to develop and adopt a set of guiding goals be fully implemented to bring positive results to the community.
