Review of Internet Proposals
INTRODUCTION
The City currently has an Internet address located on the ElkNet site.
ElkNet was previously owned by Henry Griner and has since been purchased
by the Bank of Elk River.
Staff feels it will be in the City's best interest to have its own web site on the
Internet independent of other businesses. Therefore, we have requested
proposals to begin building the City of Elk River's own world wide web site.
INFORMATION
What type of information will the City have on the World Wide Web?
The City Economic Development Department intends to use the site for
marketing. A description of some of the Economic Development
Department's uses of this medium are indicated in the attachment.
The City Administration Department will use the site to provide the public
with general city information. A description of some of Administration
Department's uses of this medium are also indicated in the attachment.
It is anticipated that as the City's web site grows, each department of the
City will be providing information for the site.
PROPOSALS RECEIVED
Four proposals were received to develop the City's web site. Because there
are so many variables in developing a web site, it would be difficult to try to

explain each proposal. The two highest proposals include the cost of a
graphic artist and necessary software. The two lowest proposals did not
include these elements.
Basic bid for web site design and development

RECOMMENDATION
Using the web site bids listed above, staff recommends that the City contract
with OnRamp, Inc. to set up a web site. This is an unbudgeted expense and it
is recommended that it be funded through the Council Contingency Fund.

COUNCIL ACTION REQUESTED:
Council motion authorizing staff to hire OnRamp, Inc. to set up, train and
assist in maintaining a web site for the City of Elk River at a cost of $2,500
plus $167.90 per month, with funding for this project to come from the
Council Contingency Fund.
