THIRD STREET/GATES AVENUE ALL-WAY STOP SIGN STUDY Dear Council Members: CIVIL ENGINEERING: ENVIRONMENTAL '~UNICIPAL NNING SOLID WASTE STRUCTURAL SURVEYING TRAFFIC TRANSPORTATION ELECTRICAL/MECHANICAL ENGINEERING: HVAC POWER DISTRIBUTION SCADA SYSTEM CONTROLS As directed at the last City Council meeting, we have prepared the attached resolution for the City Council's consideration. The resolution orders the preparation of an all-way stop sign study at the intersection of Third Street and Gates Avenue. As the City Council is aware, this study involves doing traffic counts at the intersection and measuring the results against a set of warrants for the installation of an all-way stop sign. PAUL WASECA An Equal Opportunity Employer RESOLUTION 97- A RESOLUTION OF THE CITY OF ELK RIVER A RESOLUTION ORDERING THE PREPARATION OF AN ALL-WAY STOP SIGN STUDY AT THE INTERSECTION OF THIRD STREET AND GATES AVENUE WHEREAS traffic has continued to increase on both Third Street and Gates Avenue; and WHEREAS the off-set nature of Third Street makes it more difficult to travel through this intersection; and WHEREAS previous attempts to realign Third Street to make a 90 degree intersection have been determined to be unfeasible. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota: 1. MSA Consulting Engineers is hereby authorized to perform an all-way stop sign study at the intersection of Third Street and Gates Avenue and report the results to the City Council. Zerwas, Chief of April 3, 1997 Police ~~U' GATES AVENUE AND 3RD STREET TRAFFIC STUDY This is to inform the City Council of my concerns about the intersection of Gates Avenue and 3rd Street. Over the last several years, traffic throughout the inner City of Elk River has increased dramatically; Gates Avenue and 3rd Street is no exception. Several years ago, a traffic study was done at this intersection to determine if four (4) way stop signs should be erected. At that time, numbers of vehicles did not warrant that action. I feel that it is time to re-evaluate this location again to determine if this is the appropriate time for establishing this as a four (4) way stop intersection.
