Dear Council Members:
As directed at the last regular City Council meeting, we have prepared the attached
resolution for the City Council's consideration.
The resolution authorizes and directs the installation of an all-way stop sign at the
intersection of Freeport Street and 191st Lane. This is the main intersection in Elk
Park Center with the right-in access off of TH 169.

A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION AUTHORIZING THE INSTALLATION OF
AN ALL-WAY STOP SIGN AT THE INTERSECTION
OF FREEPORT STREET AND 191st LANE IN ELK PARK CENTER
WHEREAS
WHEREAS
the amount of traffic on both Freeport Street and 191st Lane has continued to
increase since the opening of Elk Park Center; and
the traffic is expected to continue to increase into the furore; and
there have been several accidents or near-accidents at this intersection.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
The installation of an all-way stop sign at the intersection of Freeport Street and 191st Lane
is hereby authorized and direct.
Passed and adopted this 7th day of April, 1997.

CREATION OF A FOUR (4) WAY STOP
INTERSECTION AT FREEPORT AVENUE AND ELK
PARK CENTER ENTRANCE
It has brought to my attention that the Elk Park entrance off of
Highway 169 intersecting with Freeport Avenue should be designated
as a four (4) way stop intersection. From my own experience, I had
a close call at that intersection because of high snow banks. We
also had an accident recently where occupants in the vehicles
sustained injuries as a result of the speed at impact.
I feel that changing this to a four (4) way stop intersection will
enhance the ability to cross safely. If the council approves this
request, I would suggest over sized stop signs with orange flags on
them to increase the likelihood that motorists would see them.
