RE: MUNICIPAL STATE AID DESIGNATIONS AND REVOCATIONS
Dear Council Members:
Recent development activities in the City have left the Municipal State Aid System with
1.22 miles of available Municipal State Aid designation to put on the City's system. As
has been the practice in the last few years, we are recommending that the designated
route follow the Draft Transportation Plan. Specifically, we are recommending
designating a route that initiates at the intersection of Fillmore Street and 175th Avenue.
It goes directly south from that location to 165t~ Avenue, then east to Jarvis Street, then
south again to TH 10. This was designated Route F on the exhibit from the Draft
Transportation Plan.
This route designation will require approximately 2.4 miles of Municipal State Aid
designation. To accomplish this, we are recommending that three routes be removed
from the State Aid system and redesignated in this area. The first one is Lowell Avenue
between Main Street and TH 10. Moving this route makes sense, since the City is
planning to reconstruct this segment of road in 1997 without the use of Municipal State
Aid dollars. If we leave that designation on Lowell Avenue, we will lose construction
funds because the City will have upgraded the street. The second route we are
suggesting removing from the MSA system is Dodge Street from Elk Hills Drive to 193rd
Avenue. As you are aware, this area is entirely developed; therefore, there is no
possibility of ever constructing this route. The third segment we are suggesting
removing is the extension of 193rd Avenue from Tyler Street to CSAH 13. At some
point, this route may be constructed. At that time, we can always redesignate this
segment, but at this time we believe it makes more sense to take the designation off this
location and move it to the Jarvis Street alignment.
Attached are two resolutions for the Council's consideration. The first one revokes the
three existing designations discussed above. The second resolution designates the new
alignment. I have also attached a map which shows the location of the routes to be
removed from the State Aid system and the new route to be designated.

RESOLUTION REVOKING MUNICIPAL STATE AID STREETS
WHEREAS,
it appears to the City Council of Elk River, Minnesota, that the roads hereafter
described should be revoked as Municipal State Aid Streets under the provisions
of Minnesota laws;
NOW, THEREFORE, BE IT RESOLVED by the City Council of Elk River, Minnesota, that the
roads described as follows, to-wit:
MSA 102 - Lowell Avenue from TH 10 to Main Street; MSA 104 - 193rd Avenue from
Tyler Street Northwest to CSAH 13; and MSA 118 - Dodge Avenue from Elk Hills Drive
to 193rd Avenue be, and hereby are, revoked as Municipal State Aid Streets of Elk River,
Minnesota, subject to the approval of the Commissioner of Transportation of the State of
Minnesota.
BE IT FURTHER RESOLVED that the City Clerk of Elk River, Minnesota, is hereby authorized
and directed to forward two certified copies of this resolution to the Commissioner of
Transportation for consideration.

WHEREAS,
it appears to the City Council of Elk River, Minnesota, that the roads hereafter
described should be designated as Municipal State Aid Streets under the
provisions of Minnesota laws;
NOW, THEREFORE, BE IT RESOLVED by the City Council of Elk River, Minnesota, that the
roads described as follows, to-wit:
Fillmore Street Northwest from 165th Avenue Northwest to 175th Avenue
Northwest and Jarvis Street Northwest from TH 10 to 165th Avenue Northwest
thence 165th Avenue Northwest from Jarvis Street Northwest to Fillmore Street
Northwest, be, and hereby are established, located, and designated Municipal
State Aid Streets of Elk River, Minnesota, subject to the approval of the
Commissioner of Transportation of the State of Minnesota.
BE IT FURTHER RESOLVED that the City Clerk of Elk River, Minnesota, is hereby authorized
and directed to forward two certified copies of this resolution to the
Commissioner of Transportation for consideration, and that upon his approval
of the designation of said road or portion thereof, that same be constructed,
improved, and maintained as a Municipal State Aid Street of the City of Elk
River.
