Orono Cemetery Lake Shore Stabilization Grant
To initiate our clean-up effort of Lake Orono, city staff and the Lake Orono Improvement
Association have identified the erosion from the point at Orono Cemetery as the number
one priority. We have been working with the Sherburne Soil and Water Conservation
District (SWCD) on a potential project at this site in 1997 and we have a engineered
design. Attached is a preliminary cost estimate to accomplish this design.
The SWCD is also preparing a State Cost Share Special Projects grant application to help
fund this project. Staff recommends the city participate in the lakeshore stabilization
at Orono Cemetery by sponsoring the project and committing for up to 25% of its
cost. The city's portion of the grant can include in-kind services.
Referring to the attached cost estimate, some logical city in-kind services include:

Salvaging and spreading top soil.
Common excavation.
Seeding and fertilizing.
Hauling riprap.
Topsoil
It would be ideal to lower the lake a couple of feet to do this project. The most logical
time to do this is October; after the boating season and before freeze-up. October is also
after the mowing season and hopefully before snowplowing begin for the street
department. Staff has been in contact with Phil Hals regarding the possibility of his crew
doing the above mentioned work and he seemed receptive.
The Lake Orono Improvement Association indicated that they would like to volunteer
labor to fill the gabion baskets with rock. Staff has a liability concern with volunteer help
doing heavy lifting if we are the sponsor of the project. Perhaps the Lake Association can
get involved in seeding, gather willows for planting, or maintenance of the plantings.

Staff will also solicit rock from gravel miners in town as well as help with the tree
planting from the County Tree Board. We may be able to use "Sentenced to Serve" labor
to fill the gabion baskets. Other potential partners in this project, besides the SWCD,
include the Elk River Watershed Board and Sherburne County through County Water
Plan Funds. US Fish and Wildlife has already committed $1,000 in cash. The Orono
Cemetery Association is lacked for funds and it is unlikely they will be able to financially
participate.

The City of Elk River is in full support of the proposed project to stabilize the lakeshore
adjacent to Orono Cemetery. The city is willing to be the sponsor of this project.
Further, the city will commit to a minimum of 25% of project cost with in-kind services
