Mississippi River Rip Rap Grant
Application
The city has applied for and received two grants from the Sherburne County
Soil and Water Conservation District (SWCD) for rip rap work in the
downtown area. Additional work should be done to help preserve the
riverbank. This hopefully will allow the city an opportunity to complete some
park and recreation trail work in this vicinity west of King Avenue. We were
not successful in our grant application last year and it seems as though we
get funding every few years as the SWCD tries to spread out the funding
geographically throughout the district. The city share for this project would
have to come from its capital projects fund. This is where the funds came
from in 1991. In 1994, the HRA, on a split vote, provided the matching
funds.
It should be noted that an additional grant application is being submitted for
rip rap work along the Elk River/Lake Orono in the cemetery vicinity. This is
one of the areas that appears to be experiencing the most rapid erosion as the
city studies and tries to deal with sedimentation problems. This grant is
being drafted by SWCD on behalf of the city and Steve Rohlf is working with
this organization to see if 75 percent funding (25 percent local match) is
possible. If this is the case the city would be obligated for up to $10,000 in
local matching funds, or if 50 percent funding was necessary, then up to
$20,000 in local matching funds. The source again would be the city capital
projects fund. If only one application can be approved in Elk River in 1997,
staff has placed a higher priority on the Lake Orono project.
Recommendation
Staff recommends the City Council approve the submission of the 1997
Mississippi River Rip Rap Grant request with the understanding that the
local match will come from the city capital projects reserve.

Dear Mr. Klaers:
As you recall, grants totaling $45,000 were received in 1991 and 1994 from the Sherburne
County Soil and Water Conservation District (SWCD) for the above-referenced work.
It is time to apply for 1997 funds. Discussions with Mr. Bill Bronder at the SWCD indicate
that the previous program we used has been combined with other programs, but that 50%
City funding would still be required. The attached application requests $25,000 from the
SWCD. As in 1991 and 1994, the City must be willing to match the grant with $25,000. It
would be appropriate for this grant application to be discussed and approved at an upcoming
City Council meeting.
Should the application be approved, please sign and date two copies of the application in the
places we have marked and return them to me. This form has changed since our last
application in 1996, so you will be signing the form in a different area than in the past.
There are no guarantees that our application will be funded, but we believe we have a good
chance. Please call me if you have any questions.

Rip Rap is currently located along the Mississippi River from
the Elk River Bridge to an area ~f 600 feet west of the Bridge.
Significant erosion occurs where the rip rap ends. SLR funds
received from the SWCD in 1991 and 1994 have helped, but more work
needs to be done. Exhibit 1 shows the project area.
2. DISCUSS THE PROJECT OBJECTIVES.
The objectives are two-fold. The first objective is to control
erosion problems along the Mississippi.River and to protect the
River bank. The second objective is to allow City Planning to
continue for a boardwalk and park along the River, as shown by~ the
attached map.
3. DESCRIBE THE PROPOSED SOLUTION TO OBTAIN OBJECTIVES.
The proposed solution is to continue placement of rip rap,
which is the most cost effective solution to the problem.
4. DESCRIBE THE PUBLIC AND PRIVATE BENEFITS OF THIS PROJECT.

The public benefits by this project, as it effectively
minimizes sediment into the River. Based on an area 300 feet long,
20 wide and four feet deep, the amount of sediment washing into
the River is approximately 24,000 cubic feet per year. The bank
is severely eroded with a number of dead trees and holes. Floating
debris covers the area of erosion durinqDeak flows of the River.
5. EXPLAIN HOW TI{IS PROJECT IS RELATED TO LOCAL COMPREHENSIVE PLAN
OBJECTIVES.
The City has been working since 1990 to address erosion concerns
in this area. The City has planned to construct park improvements
in the area, once the erosion problems are taken care of.
6. DESCRIBE ANY INNOVATIVE ASPECTS, NrEW TECHNOLOGY, OR
DEMONSTRATION POTENTIAL OF THIS PROJECT.
None.
7. PROJECT TIMETABLE:
Upon approval, the City would seek bids. Construction would
occur at such a time when the water level is low. The 1991 and
1994 projects were constructed in the Winter.
8. ITEMIZE ALL PROJECT COSTS.
Bid items would include tree removal as required and furnishing
and installation of rip rap.

The City Engineer will prepare plans and specifications and
submit them to the Sherburne County SWCD for approval. The
City will take the bids and administer the project.

once the application is approved, the City would be the only
agency involved during construction. Once the work is completed,
the appropriate documentation would be provided to the SWCD for

Success will be evaluated by a visible reduction in the erosion
along the Mississippi River bank in the downtown area.

The Board of Water and Soil Resources ('BWSR) is now inviting
applications from Soil and Water Conservation Districts (SWCDs) for FY
1998 State Cost Share Special Project grants. Applications will be accepted
from singular SWCDs and from SWCD groups that have entered into a ,-..~ -f0
joint powers agreement or memorandum of agreement. The deadline for 5~/~,'~k~.,0
submitting applications is May 1, 1997. To apply for FY 98 State Cost ~r
Share Special Project grants, complete the enclosed FY 98 State Cost Sha~
Special Project Application. For this grant, $500,000 total is available.
No portion of this grant may be used for technical/administrative costs.
Your project must also be'reviewed by your Board Conservationist before it
is submitted, so be sure to give them plenty of advance notice.
Applications will be scored by the BWSR Grants Team according to the
State Cost Share Special Project Application Evaluation form enclosed. By
the scoring on this tbrm you will note that the BWSR is promoting Special
Projects that are innovative or benefit the public. The BWSR will be
requested to approve successful applications for funding on June 25, 1997.
Grant Agreements will be sent in July.
