The event ran for 2 % days and covered technical, management, and industry topics geared towards electric utility engineers and managers. The conference schedule is attached. The results for this season's frost trenching are attached. This year the lowest responsive bidder is Michels Pipeline. Two rooms have been reserved for the American Public Power Association's 2011 Legislative Rally in Washington D.C. This rally provides an opportunity to visit Capitol Hill to meet with some of our elected officials. The rally runs from February 28d' through March 2nd. We would be traveling on Sunday February 27`" and returning on Thursday March 3rd. Some of the key federal policy issues that will be discussed at the rally include: • Ensuring that Congress addresses climate change in a workable manner that fully preempts the U.S. Environmental Protection Agency actions under the Clean Air Act • Expanding comparable incentives to public power utilities to help consumer-owned utilities build and own more renewable and clean energy projects • Maintaining the municipal exemption for pole attachments Increasing transparency and oversight of the wholesale electricity markets • Addressing cyber-security by ensuring that any legislation is built on the current NERC/FERC framework recognizing the current cyber-security efforts underway-and enhancing communication between the federal government and the electric utility industry. This paper describes the considerations involved, and the methods which are applicable to performing economic evaluations of T & D system losses. Recent changes in electric energy market structure are addressed with respect to how these affect the correct valuation of capacity and energy components of the loss evaluation. RELAYING 11 Protecting Transmission lines Terminated Into Transformers Roger Redding, ABB, Inc. Transmission lines that are terminated into transformers are applications where the line and transformer cannot be separated by a circuit breaker and are therefore in the same zone of protection. These applications maybe addressed with either current differential or line distance protection. In either case the implementation of separate transformer differential protection isolating the protection zone is recommended. The line protection application needs to consider the instrument transformer locations and transformer winding connections atthe transformer end. This paper will discuss the application considerations for both line differential and distance schemes for lines terminated into transformers and provide setting examples. Broken Rotor Bar Detection ...Past, Present, and Future Dan Swigost, Basin Electric Power Cooperative A microprocessor relay has been used for the last decade to find or confirm broken rotor bars in squirrel cage induction motors. A look at how it has been used and what additional relay enhancements would make broken rotor bar detection effective. Four of those tickets were "appointments required", twelve were "updated" tickets and five were "emergency"locates. Staff finished up locating 8 miles of area for CATV. Now they are locating for MnDot's guard rail system along our northern corridor of Hwy 169. They are also doing a lot of locating for the projects that we are working on ourselves. The Metering department continues with weekly and monthly substation checks, and doing the monthly power bill. The meter change-out program is still continuing as time permits. Some staff are continuing to attend the weekly meetings for the Home Energy Audit program. The Security Systems department had a total of fifty-eight phone contacts, eight personal visits, seven systems yuoted, eleven sales made, thirteen installs completed and twenty-one service calls for the month of October. Power plant staff continues to keep up with the. maintenance of the generators. Steve is also going to develop a maintenance program for the power plan[ as mandated by OSHA.. The updated electric and water maps are printed. This is the first year that we printed them in-house. The only thing we had to hire out for this is the binding of the books.
