Staff Updates - Director of Operations
DISCUSSION:
Early this month, I attended the Minnesota Power Systems Conference (MIPSYCON) held in
Brooklyn Center, MN. The event ran for 2 % days and covered technical, management, and
industry topics geared towards electric utility engineers and managers. The conference schedule
is attached.
The results for this season's frost trenching are attached. This year the lowest responsive bidder
is Michels Pipeline.
Two rooms have been reserved for the American Public Power Association's 2011 Legislative
Rally in Washington D.C. This rally provides an opportunity to visit Capitol Hill to meet with
some of our elected officials. The rally runs from February 28d' through March 2nd. We would
be traveling on Sunday February 27`" and returning on Thursday March 3rd. Some of the key
federal policy issues that will be discussed at the rally include:
• Ensuring that Congress addresses climate change in a workable manner that fully
preempts the U.S. Environmental Protection Agency actions under the Clean Air Act
• Expanding comparable incentives to public power utilities to help consumer-owned
utilities build and own more renewable and clean energy projects
• Maintaining the municipal exemption for pole attachments Increasing transparency and
oversight of the wholesale electricity markets
• Addressing cyber-security by ensuring that any legislation is built on the current
NERC/FERC framework recognizing the current cyber-security efforts underway-and
enhancing communication between the federal government and the electric utility
industry.

Protecting Transmission lines

Transmission lines that are terminated
into transformers are applications where
the line and transformer cannot be
separated by a circuit breaker and are
therefore in the same zone of protection.
These applications maybe addressed
with either current differential or line
distance protection. In either case the
implementation of separate transformer
differential protection isolating the
protection zone is recommended. The line
protection application needs to consider
the instrument transformer locations and
transformer winding connections atthe
transformer end. This paper will discuss
the application considerations for both
line differential and distance schemes for
lines terminated into transformers and
provide setting examples.

with a focus on newtechniques and
mindsets that will be necessary as these
technologies penetrate the system.

to stay abreast of today's power system

the unique challenges faced by electric

DISCUSSION:
StalTis anxious to see the results of implementing the no transaction fees with credit card use.
This should be ready to go before bills go out this month and so will be available for the next due
date of December ] 5°i bills. I will keep the commission updated on the usage as this change is
implemented, and the related costs.
We have a position posted for a Customer Service Representative and will be accepting
applications through November 19`x. Vivian Schmitt is helping out temporarily this month until
we fill the position.
We held office meetings the first week of November for staff to be introduced to the hlexible
Spending Accounts tools and distribute enrollment forms as we transition to a third party
administrator. These meetings were conducted by our insurance broker, Jodi Berge with David
Martin Agency, and our account representative, Pam Lovaas with Blue Cross Blue Shield. This
was also an opportunity for staff to learn about Che changes in the industry related to health care
reform. We are largely not impacted by these health care reform changes, however, some items
like older dependents and over-the-counter medications are changes impacting everyone.

• we dot our new 1=550 Ford truck back from Specialized "Fruck Equipment; they put the box on
the bode of the truck.
• Had a Few outages from llrc w°ind on October 27`x'. A tree fell nn the three phase line by
the landfill and one ]ell on the single phase line on Cty. Rd. 1. ~'e had other small issues
but overall it was not bad. We also sent a crew to help Connexus on October 27`~ and two
creams on October 2R'~' to help with their outages. Princeton municipal borrowed one of
our digger trucks to help set a pole while there's held the broken one. They asked to keep
it ti>r an extra day on sttmdby so they could use there's to help East Central Electric set
poles.
• Continue working on 5th street rebuild.
• Finished 1st and 2°d street rebuild, there are some poles to pull when Cable T.V. gets off
of them.
• Continue working on Area 22 rebuild.
• Continue working on Engers addition rebuild.
• Had two new electric services.
• Worked on changing out some of our fuse pad.
• Helped the city parks deparnnent cut down some trees that were hung up in other trees
from the recent winds. We also helped the city maintance department change out a street
department change out a street light pole that was hit in the parking lot in front of city
hall.

DISCUSSION:
The following is a summary of projects and/or updates over the past several weeks:
This month the locating department had a total of two hundred thirty locate tickets. Four
of those tickets were "appointments required", twelve were "updated" tickets and five were
"emergency"locates.
Staff finished up locating 8 miles of area for CATV. Now they are locating for MnDot's
guard rail system along our northern corridor of Hwy 169.
They are also doing a lot of locating for the projects that we are working on ourselves.
The Metering department continues with weekly and monthly substation checks, and
doing the monthly power bill. The meter change-out program is still continuing as time
permits.
Some staff are continuing to attend the weekly meetings for the Home Energy Audit
program.
The Security Systems department had a total of fifty-eight phone contacts, eight personal
visits, seven systems yuoted, eleven sales made, thirteen installs completed and twenty-one
service calls for the month of October.
Power plant staff continues to keep up with the. maintenance of the generators. Steve is
also going to develop a maintenance program for the power plan[ as mandated by OSHA..
The updated electric and water maps are printed. This is the first year that we printed
them in-house. The only thing we had to hire out for this is the binding of the books.
