Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and
Recreation Commission was called to order at 6:30 p.m. by Chair Anderson.

3. Consider Minutes of January 13. 2010 Parks & Recreation Commission Meeting

COMMISSIONER NYSTROM TO APPROVE THE JANUARY L3, 2010
PARKS AND RECREATION COMMISSION MEETING MINUTES.
MOTION CARRIED 7-0.
4. Parks & Recreation Commissioner to attend February 2010 City Council Meeting_
and March 2010 Planning Commission Meeting
4.1. February 16. 2010 City Council Meeting
Commissioner Boese will attend the February 16, 2010 City Council Meeting.
4.2. March 9. 2010 Planning Commission Meeting
Commissioner Jaker will attend the March 9, 2010 Planning Commission
Meeting.
4.3. Appointment to Ice Arena Commission
Commissioner Anderson asked if there were any Ice Arena issues coming up.

Director of Parks and Recreadon, Bill Maertz stated that the arena is applying
for an energy grant and long term project to expand the lobby, entry way and
locker rooms in 2012.
Commissioner Anderson asked if this position is a voting member.
Mr. Maertz stated that it is a voting position.

COMMISSIONER JAKER TO NOMINATE COMMISSIONER
NIZIOLEK AS THE ICE ARENA COMMISSION LIASION.

6. Recreation Manager's Report -Steve Benoit
Recreation Manager, Steve Benoit shared a new initiative of renting out the YMCA
gymnasium fox community rentals during Parks and Recreation hours was
implemented in January.
Mr. Benoit shared the Senior Center monthly report.
Director's Report -Bill Maertz
Director of Parks and Recreation, Bill Maertz shared 2010 Rivexfront Conceit Series
lineup.
Mx. Maertz also shared that due to budget reductions the Rivexfxont Jam has not
been scheduled and staff is looking for a sponsor.

8.1. Discussion Issues
8.1.A. Tobacco Free Parks & Recreation
Director of Parks and Recreation, Bill Maertz stated that the next step staff would
like to take is to schedule a public hearing at the March 10, 2010 Parks and
Recreadon Commission meeting in order to receive public comment.

8.1.B. Recreation Program Fee Description
Recreation Manager, Steve Benoit stated that staff is looking fox feedback from the
Parks and Recreation Commission in regards to how recreation fee descriptions are
listed in marketing materials.
Commissioner Jaker stated the examples shared axe good however, questions how to
get a good read from the citizens. There will be different interpretations of each
example, and suggested to take a poll and go with the example that gets the best
feedback.
Commissioner Anderson agreed to conducting a poll and using non-negative
phrasing in the fee description.
8.2.A. Rice Lake Paxk Concept Development
Director of Parks and Recreation, Bill Maextz shared that the neighborhood of
Ridges of Rice Lake would like to have a community park developed. The city
acquired a 27 acre parcel, which has a life estate to continue to farm the land. The
owner of the parcel has indicated that he would be willing to release a portion of it
fox park development.
Mr. Maertz stated the staff is looking for feedback on moving forward with concept
development, there are no funds currently budgeted for the project; however the
neighborhood has indicated an interest in fundraising efforts.
Elk River resident, Bonnie Schmitz, 12495 225`h Ct. NW Elk River, shared the
neighborhood got a petition together and that the}' are willing to raise funds to help
build the park.
Commissioner Anderson explained that funding will be the key to getting this
community park completed.
Mrs. Schmitz also stated that the neighborhood shared that connecting the park to
the Great Northern Trail is very important for the safety- of the children and adults
to having access.
9. Information/Update Items
9.1. Volunteer of the Month
Arena Manager, Rich Czech recognized Ron Johnson as this month's Volunteer of
the month.
9.2. Community Events
Arena Manager, Rich Czech showcased several Arena events in a power point
presentation.

Planner/Parks Planner, Chris Leeseberg showcased the five outdoor sliding sills in a
power point presentation.
9.4. Adopt-A-Park Update
Planner/Parks Planner, Chris Leeseberg shared that there axe several parks still
available for adoption with the Adopt-A-Park Pxogxam.
