SUBJECT: Premise Permit for Elk River Youth
Hockey Association
Elk River Youth Hockey has made application for a premise permit
to operate pull tabs at Time Out Restaurant and Sports Bar. Elk
River Youth Hockey currently sells pull tabs at Dick's Main Tap. I
believe it is the intent of the Hockey Association to continue its pull
tab operation at Dick's Main Tap, therefore operating at two
locations.
As indicated by the chart below, the Hockey Association has met the
city's requirement of spending 75% of its profits in the City trade
area.

ACTION REQUESTED:
Council motion to either approve or deny the attached resolution
granting a premise permit to Elk River Youth Hockey Association to
operate charitable gambling at Time Out Restaurant and Sports Bar.

RESOLUTION 97-
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION APPROVING PREMISES PERMIT FOR
ELK RIVER YOUTH HOCKEY ASSOCIATION
WHEREAS,
the Elk River Youth Hockey Association has made application
to the State Gambling Control Board for a Premises Permit;
and,
WHEREAS, the Premises Permit will allow charitable gambling in the
form of Pull Tabs on the premises; and,
WHEREAS,
the premises upon which the gambling will be conducted is
Time Out Restaurant and Sports Bar, 19232 Evans Street, Elk
River, Minnesota.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Elk river grant its approval of a Premises Permit for the Elk
River Youth Hockey Association for the sale of Pull Tabs on
the premises of Time Out Restaurant and Sports Bar.
Passed and adopted by the Elk River City Council this 28th day of April,
1997.
