Meeting was called to order at 6:35pm by Robert Jones.
It was determined that a Quorum was present.
Action re: Minutes of Nov. 23, 1999 meeting: A motion was made by Holm and seconded by
Jones to approve minutes of Nov. 23, 1999 meeting. Approved unanimously.
Action re: Minutes of April 25, 2000 meeting. A motion was made by Hangaard and
seconded by Holm to approve minutes of April 25, 2000 meeting. Approved unanimously.
Correspondence: Stoffers distributed a registration form for Library Trustees to join the
Minnesota Library Association if they desire. The membership fee of $19 would be covered
by the library's operating budget. Membership benefits include periodic mailings from MLA
and a reduced fee for attending the annual statewide conference.
There were no suggestions from the public suggestion box.
Treasurer's Report: Holm made a motion, seconded by Hangaard, to accept Treasurer's
report of April 25, 2000. Approved unanimously.
Librarian's report by Mick Stoffers:
Old Business: Two bids have been received for annual maintenance of the microfilm
reader-printer. Bid #1 - $575 for the Canon MP 90 + $250 for the Roll Fiche Carrier 200.
Bid #2 $400 for the Canon MP 90 + $100 for the Roll Fiche Carrier 200. The librarian will
enter into an agreement for 12 months of service with the company submitting Bid #2.
For repair of countertop edging, a request has been made to the company that
originally constructed the countertop, however, they have not followed through in sending a
repair person to the library. The librarian will continue to contact the company for repairs.
Budget for 2001: Stoffers distributed a first draft of the 2001 Library Operating
Budget and explained each line item and how the projected budget figures were determined.
For several line items, estimated budget figures are not yet available -- Stoffers is either
waiting for bids or estimates from various sources. Some of the larger cost line items that
are new or different in 2001 include:
0 new vacuum cleaner purchase
0 removal of old, damaged window caulking, re-caulking of all windows, and exterior
painting of windows, trim and doors
0 draperies for community room and certain windows of the library
By the June Library Board meeting, it's expected that this draft budget will be complete and
can be considered by the Board for approval. The City of Elk River would like to have the
library's projected 2001 budget by July.
Jones requested clarification about last month's discussion related to the library's
interest in purchasing any adjacent real estate that comes up for sale in the future. Stoffers

said that currently, there are no properties for sale, but the city's administration realizes that
expansion of the library will be needed at some point in the future, due to population
growth. The current library building was expected to serve the city's needs for 20 years, but
growth has occurred at a much faster pace than anyone anticipated. Other discussion
included the ideas that when it appears the library may need expansion, the library board
should conduct a survey of city residents and shape future plans from consumer input. If
the city has identified that satellite locations for certain city services are necessary because
of the city's geographic spread, perhaps the library could benefit by sharing building costs
with other departments. Any decisions for future library expansion would be based on input
from a wide variety of sources. Great River Regional Library System would not look
favorably on serving two buildings in the same city, due to resource shortages.
New Business:
The library's security alarm went off mistakenly recently, due to malfunction of one heat
sensor. This sensor has been replaced, and a spare sensor has also been purchased to
facilitate quick repairs if additional sensors wear out. Costs were $234.75.
Oleksowicz reported that the Elk River Library will be using Sherburne Telco (phone
company) for voice and fax phone service. In addition, Sherburne Telco will provide free,
high speed INTERNET access on a separate network, which will allow for greater speed at the
library's computer terminals and will also speed up the library`s on-line catalog. He also
reported that a new state statute was passed this session that establishes criteria for public
library systems' provision of INTERNET access to the public.
