As Vern pointed out in his study in 1990, there is a significant lack of space in use butlding. At that ume he had recommended an additional 3,700 square feet were needed. With only some slight modlficauons and projecting a few years ahead, I am recommending you need 4,300 square feet by 1995. Please review this information for discussion at our worksession schechlled for February 18th. We will also want to start some discussion about longer term growth and locations. If we project a continued growth trend at a similar rate, the city's' population in the year 2010 will exceed 30,000. We can expect the surrounding areas to grow at a similar rate which will increase the overall size of the population served by 27%- 33% for a combined total of some 38,500 to 40,300. For the purposes of this report, we needed only to establish enough information to allow an accurate estimate of the probable construction costs. As [he future design process is started, a detailed review by the appropriate user groups should be undertaken. T1re intent and expectation is that there will be some building efficiency and economy identified through the formal architectural design process. A review of the zoning ordinance shows the site located in a single family residential neighborhood. Any addition to the building will requke a conditional use permit. Total land area 40,300 sq.ft.(approx.) Front yard building setbacks 30' Side and rear yard setbacks 10' Buildable area ®25% coverage 10,075 sq. ft.(approx.) The major growd~ needs of the library are in die main stacks and reading areas. The configuration of the building on the site makes the most economical area for expansion to the souti~west side of the lot. Within the confines of the building and setback limits, the land area available for expansion is approximately 5,900 sq. ft. Tlils amount of expansion should accommodate the library's operational needs until 1998-2000. Expansion beyond this size will require the acquisition of property to the west and/or north. The actual parking required at peak lilxary times can conveniently be met by [he available on-site and adjacent street parking spaces. The [fines of over crowded parking are usually limited to events such as public meetings for the planning commission and city council.
