1. Call Meetin.q To Order
Pursuant to due call and notice thereof, the meeting of the Elk River City Council
was called to order at 7:00 p.m. by Mayor Duitsman.
2. Consider 5/12/97 City Council Agenda
COUNClLMEMBER HOLMGREN MOVED TO APPROVE THE MAY 12, 1997 CITY
COUNCIL AGENDA. COUNCILMEMBER THOMPSON SECONDED THE MOTION. THE
MOTION CARRIED 5-0.
3. Review Eastern Elk River Planninq Study
Terry Maurer reviewed the East Elk River Urban Service Area Planning Study dated
May, 1997. He discussed the possible extension of trunk utilities in the eastern
area, as outlined in the study. Terry also explained the proposed north-south
transportation corridor beginning at County Road No. 12 and extending south to
171st Avenue, eventually connecting with U.S. Highway 10. He noted the
following factors were considered in determining the proposed road: 1 )long term
industrial development opportunities; 2) wetlands; 3) ma]or utility corridors; 4)
topography. Terry explained 100 feet of right of way is proposed to be acquired
for the transportation corridor and noted which properties would be affected.
Councilmember Farber asked Mr. George Deschenes how he felt about the
possibility of his land being acquired for the roadway. Mr. Deschenes slated he
did not have a problem if the acquisition was pursued as it had been explained
to him. Terry Maurer noted Mr. Deschene's property may ultimately be included
in the proposed Waddy Schulze development by Contractor Property
Developer's Company.
4. Consider Resolution to Official Map North/South Corridor Throu.qh East Elk River
COUNCILMEMBER FARBER MOVED APPROVAL OF RESOLUTION NO. 97-38, A
RESOLUTION APPROVING THE CONCEPT OF THE CSAH 13 REALIGNMENT AND NEW
ROAD EXTENSION FROM COUNTY ROAD 12 TO 171sT AVENUE, AND ORDERING THE
PREPARATION OF AN OFFICIAL MAP OF THIS ROAD REALIGNMENT CONCEPT.
COUNClLMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0.

Consider Resolution Acceptin.q Petition for Public Improvement and Orderinq a
Feasibility Study for Phase I of East Elk River Improvement Project
COUNCILMEMBER FARBER MOVED APPROVAL OF RESOLUTION 97-39, A RESOLUTION
DECLARING THE ADEQUACY OF THE PETITION FOR IMPROVEMENT AND ORDERING
THE PRELIMINARY FEASIBILITY REPORT IN THE MATTER OF THE EAST ELK RIVER PHASE I
IMPROVEMENT OF 1997. COUNCILMEMBER HOLMGREN SECONDED THE MOTION.
THE MOTION CARRIED 5-0.
Review Schedule of Development Applications and East Elk River Infrastructure
Improvements
Steve Ach reviewed the timetable proposed by staff for the East Elk River project.
Mayor Duitsman noted the July 14th City Council meeting would be important to
residents regarding trunk utility extensions and land acquisition issues.-
7. Approve Plans for and Consider Resolution Prohibitinq Parkinq on CSAH # 1
COUNCILMEMBER FARBER MOVED APPROVAL OF RESOLUTION NO. 97-40, A
RESOLUTION RELATING TO PARKING RESTRICTIONS ON CSAH 1 FROM COUNTY ROAD
77 TO COUNTY ROAD 32. COUNCILMEMBER THOMPSON SECONDED THE MOTION.
THE MOTION CARRIED 5-0.
COUNCILMEMBER THOMPSON MOVED TO REQUEST SHERBURNE COUNTY ADVERTISE
FOR BIDS AT THE SAME TIME MN/DOT IS REVIEWING THE PLANS FOR THE CSAH 1
PROJECT. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED
5-0.
8. Adjournment
There being no other business, COUNCILMEMBER HOLMGREN MOVED TO ADJOURN
THE MEETING. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION
CARRIED 5-0.
