Schedule for East Elk River
Improvements and Pending
Application for Development
Attached is an updated schedule of action items associated with the Phase I
of the East Elk River improvement project. In addition, the schedule
includes action items for planning applications relating to Contractor
Property Developer's Company (CPDC) project on the Schulze farm.
The developer of the Schulze farm has indicated the need to have preliminary
plat approval from the City Council by September 1st, which means action
will need to be taken on August 18th's regular City Council meeting. In order
to grant preliminary plat approval, the City Council will have to take action
to extend water and sewer east to serve the proposed development.
Therefore, staff has put together a schedule of key action items for the
Council to consider by the August 18th City Council meeting. These action
items are as follows:
· July 14th - Feasibility Study for Phase I of East Elk River
· July 21st - Preliminary Plat by CPDC (first meeting - second meeting on
8/18)
August 11th - Public hearing for Phase I of East Elk River
· August 11th - Approve official map of north-south corridor
· August 11th - Order plans and specs and order East Elk River project
· August 18th - Preliminary plat, rezoning and conditional use permit for
CPDC project
Following the August meetings, the remaining part of the year will be
dedicated to preparing the plans and specs and acquiring the necessary
easements to construct the project. Certainly, there may be modifications
needed for this schedule depending upon the makeup of Phase I and the need
for public hearings, easement acquisitions, etc.
If the City Council has any questions or comments regarding the schedule,
please feel free to call me; otherwise, I will be at the meeting Monday night.

RF_,: CSAH 1 IMPROVEMENTS
Dear Council Members:
Sherburne County has now completed the redesign of the CSAH 1 project. The plans
now consist of a 52-foot wide, urban type street section from County Road 77 to County
Road 32. This entire length of street reconstruction will include concrete curb and gutter
and storm sewer. In addition, they have, at the City's request, added a detached
bituminous pathway on the north and east side of the roadway.
Prior to submitting the plans to MnDOT Office of State Aid for review and approval,
there are two actions needed by the City of Elk River. The first action would be to
approve the plans and authorize me to sign them on behalf of the City of Elk River. The
second action needed is adoption of the attached resolution which restricts parking.
Because the roadway is a 52 feet wide, four-lane design, there is not adequate space for
parking on either side, and because it is a County road within the municipal limits of the
City of Elk River, the resolution needs to be adopted by the City of Elk River.
If you have any questions regarding this information, I will be in attendance at your
May 12, 1997, City Council meeting.

RESOLUTION 97-
A RESOLUTION OF THE CITY OF ELK RIVER
RELATING TO PARKING RESTRICTIONS ON
S.A.P. 71-601-15 from County Road 77 to County Road 32 in the City of Elk River, Minnesota.
THIS RESOLUTION, passed this 12th day of May, 1997, by the City of Elk River in
Sherburne County, Minnesota. The Municipal corporation shall hereinafter be called the "City",
WITNESSETH:
WHEREAS, Sherburne County has planned the improvement of CSAH 01 from County
Road 77 to County Road 32.
WHEREAS, Sherburne County will be expending County Street Aid Funds on the
improvement of this Street, and
WHEREAS, this improvement does not provide adequate width for parking on both sides
of the street; and approval of the proposed construction as a County State Aid Highway project
must therefore be conditioned upon certain parking restrictions.
NOW, THEREFORE, IT IS THEREBY RESOLVED:
That the "City" shall ban the parking of motor vehicles on both sides of CSAH 01 at all
times.
