Presentation of D.A.R.E. Education
Grant - Patsy Kropuenske
The D.A.R.E. Community Awareness Committee recently met to discuss
potential cuts in the D.A.R.E. program by the School District. The committee
continues to monitor this issue and hopes to be an active participant in any
discussions held at the School Board level on the potential reduction of the
D.A.R.E. program in Elk River.
At this D.A.R.E. Committee meeting, Chair Patsy Kropuenske advised the
committee that the D.A.R.E. education project was successful in obtaining a
$4,000 grant from Three Rivers Community Foundation. Patsy authored this
grant, and, by definition of the grant agreement, the city is the grantee which
receives and spends the money. The city is very appreciative of Ms.
Kropuenske's efforts on behalf of the D.A.R.E. program. Attached for your
review is the grant and cover letter that Patsy received from Three Rivers
Community Foundation.
Recommended Action
It is recommended that the City Council formally accept the D.A.R.E.
education grant from the Three Rivers Community Foundation and extend
its appreciation to Chair Patsy Kropuenske for her efforts in obtaining this
money.

Congratulations! This letter is to advise you that the Three Rivers
Community Foundation has approved a grant in the amount of $4,000 to
City of Elk River for the DARE Education Officer project.
We are pleased to be awarding this grant as the Foundation fulfills its
promise to support worthwhile projects within this service area. We are
confident that your project will significantly impact the people served by
the Three Rivers Community Foundation.
Enclosed are two copies of a grant agreement outlining the conditions and
requirements of this grant award. Please review the agreement and
return one copy, signed by an authorized signature, to the Initiative Fund
office in Little Falls. We will process payment upon receipt of the
documentation.

CENTRAL MINNESOTA INITIATIVE FUND
LETTER OF GRANT AGREEMENT
Grant Number: TR97-106
I. INTRODUCTION
The purpose of this document is to set forth the terms and conditions under which the
Central Minnesota Initiative Fund (Fund) will award grant funds to City of Elk River
(Grantee) to complete the Education Officer project.
II. RESPONSIBILITIES OF THE CENTRAL MINNESOTA INITIATIVE FUND
A. The Fund hereby agrees to grant 4,000 for the period of April 1, 1997 to June 30,
1997 for the above referenced project.
B. Payment will be made by the Fund upon receipt of this signed grant agreement and
required attachments, if any.
C. The Fund reserves the right to discontinue, modify or withhold the total amount of
this grant if in the judgment of the Initiative Fund such action is necessary to
comply with requirements of the law.
D. The Fund reserves the right to distribute any written or video materials resulting
from this effort and further reserves all rights pertaining to copyright of these
materials.
III. RESPONSIBILITIES OF THE GRANTEE

The Grantee, hereby agrees to carry out this project and to use the grant funds only
for the designated purpose as described in the grant application submitted to the
Fund. The Grantee agrees to obtain consent if any substantial deviation from said
grant application is proposed. The Grantee further agrees not to use the funds for
any purpose prohibited by law.

Grantee hereby agrees to maintain its books and records to show, and separately
account for the funds received under this grant, to maintain records of expenditures
adequate to identify the purposes for which grant funds have been expended, and
to retain such records for four years.

Grantee hereby agrees to permit the Initiative Fund, at its request to have complete
access to the Grantee's files and records for the purpose of making such financial
audits, verifications, and investigation as it deems necessary concerning the grant.
D. Grantee hereby agrees to repay to the Initiative Fund any portion of the grant which
is not used for the purposes specified herein.

The undersigned Grantee hereby agrees to provide the Fund with a copy of any
final plan, written reports, or video materials resulting from this grant and such
materials shall contain the following statement: "This project was funded in part by
the Central Minnesota Initiative Fund, a regional foundation."
F. Grantee hereby agrees to submit the following information:
1. Final narrative report due 30 days after the end of the grant period. This
report should summarize activities and accomplishments based on the goals
and objectives of the project.
2. Financial report detailing project expenses against the established budget due
30 days after the end of the grant period.
3. Any other information relating to the project, as may be requested from time
to time.
