Promote Steve Stoffers to the Lead Park Maintenance Worker position. BACKGROUND/DISCUSSION As part of his budget request, Park Maintenance Supervisor Rodney Schreifels requested the addition of this position to his division. This was discussed during the budget process and was to be included in the 2011 budget. The purpose of this lead position is to assume responsibility of the division when the Park Maintenance Supervisor is gone and to respond to concerns when he is in meetings or otherwise unavailable. As well, this lead position will assist Mr. Schreifels on a daily basis with supervising employees, being responsible for complex tasks, assisting with scheduling and work assignments, and many other duties. Other divisions in the City utilize a lead or assistant position for similar purposes and Mr. Schreifels has been relying on Steve Stoffers to assist him in this respect, without formal recognition of these added responsibilities. The attached position description has been reviewed for placement into the City's pay plan and it is recommended to be placed at pay grade 7. The Park Maintenance Worker position is in pay grade 6 and the Wastewater Lead Operator and the Lead Mechanic positions are in pay grade 7 so this placement is appropriate. Mr. Schreifels has recommended Steve Stoffers for this position. Mr. Stoffers has worked for the City for ten years and, as stated above, currently takes on the above mentioned tasks. If approved, Mr. Stoffers will begin this position January 1, 2011 at pay grade 7 step D. He would be eligible for a step increase July 1, 2012. FINANCIAL IMPACT There would be additional costs of approximately $3,000.00 in 2011 for wage and benefits. Operates and maintains light equipment. Assists in the supervision of division employees and operations. Essential Functions 1. Performs turf maintenance activities. A. Mows, fertilizes, aerates, and weeds City properties. B. Establishes turf areas through tilling, seeding, and sodding. C. Maintains in-ground turf irrigation systems including repairs and adjustments. D. Establishes and maintains landscape materials including trees, shrubs, and flowers. 2. Performs park construction and maintenance activities. A. Collects and disposes of solid waste from buildings, containers, and grounds. B. Installs, constructs, inspects, and maintains beaches, grounds, playground structures, or other park and athletic facilities using light equipment, and manual labor. C. Prepares athletic fields for scheduled events and activities including dragging, lining, and minor grading. D. Maintains athletic courts including tennis, volleyball, and basketball. E. Performs general building and shelter custodial activities including cleaning of restrooms, kitchens, tables, grill slabs, and other amenities. F. Establishes and maintains outdoor ice surfaces and rinks by flooding with truck or hose, sweeping, blowing or shoveling snow, moving and setting up boards and nets. G. Performs light duty repairs and maintenance including painting and maintaining lighting. H. Carries out some construction projects utilizing wood, concrete, and other building materials. 3. Assists in the administration of the Park Maintenance division. A. Assists in supervising Park Maintenance Workers and Seasonal Park Laborers. B. Assumes responsibility for the Park Maintenance division in the absence of the Park Maintenance Supervisor. Page 1 C. Reports any concerns, problems or suggestions to the Park Maintenance Supervisor. D. Assists in training new employees. E. Assists in trouble-shooting and responding to division concerns. 4. Performs other essential job duties. A. Removes snow from park trails, sidewalks, parking lots, building entrances, steps, and streets as needed. B. Assists with preparations for special events and activities. C. Keeps Park Maintenance Supervisor informed of progress and job status. D. Regular and timely work attendance. E. Follows all safety procedures. F. Participates in safety training. Required Knowledge, Skills, and Abilities ^ Abiliry to operate light motorized park maintenance equipment. ^ Abiliry to perform light equipment maintenance. ^ Abiliry to lift 50 pounds. ^ Abiliry to safely complete minor electrical, plumbing, and carpentry work utilizing power hand tools. ^ Ability to work independently and to complete daily activities according to work schedule. ^ Ability to lift heavy objects, walk and stand for long periods, and to perform strenuous physical labor under adverse environmental conditions. ^ Abiliry to communicate orally and in writing. ^ Ability to understand and follow written and oral instructions. ^ Ability to establish. and maintain effective working relationships with employees, supervisors, and the public. ^ Ability to effectively supervise, direct, and motivate employees. ^ Abiliry to delegate work. Minimum Qualifications ^ High school diploma or equivalent. ^ Two years related work experience including operating light equipment. ^ Valid driver's license. ^ Class B Commercial Driver's License or ability to obtain within 6 months of hire. Preferred Qualifications ^ Related specialized training beyond high school. ^ Experience working in a park department. ^ Supervisory experience.
