ACTION REQUESTED
1. Council motion to reappoint the following:
Stewart Wflson -Housing and Redevelopment Authority
Term Expiration: December 31, 2015
Jayne Dietz -Library Board
Term Expiration: December 31, 2013
2. Council can choose one of the following options for the Library Board vacancy:
^ Appoint Kathleen Tracy to the Library Board for athree-year term to expire December 31,
2013.
^ Interview Ms. Tracy at a future meeting.
^ Advertise to get more applications.
BACKGROUND/DISCUSSION
Pex the Advisory Board and Commission Policy, the Mayor shall make appointments to the HRA and
Library Board with approval from the Council.
Stewart Wilson and Jayne Dietz currently serve on the HRA and Library Board, respectively, and both
have applied fox reappointment. Mayor Klinzing is recommending reappointment of these two
individuals.
Karen Stelk is a current Library Board member whose term expires December 31, 2010. Ms. Stelk has
indicated she is not interested in reappointment. Staff received one application from Kathleen Tracy fox
this position. Ms. Tracy is a resident of Big Lake Township and per state statute could serve on the
Library Board as a resident of the county. Mayor Klinzing asked that the CouncIl review Ms. Tracy's
application and decide whether or not to interview her. Historically, it has been a struggle to fill Library
Board vacancies.
Staff was informed this week that Counciltnember Gutnphxey has resigned from the Utilities
Commission. This item will come back to Council at the January 3 meeting when we review Council non-

voting (liaison) and voting appointments for the various boards. The Utilities Convnission appointment is
being advertised per the board & commission policy.

With the recent election there will be two Elk River City Council representatives on the Elk
River Utilities Commission once Mayor elect John Dietz takes office on January 3rd 2011. 1 am
requesting that you except my resignation from this commission and appoint Mayor elect John
Dietz to this commission effective this day forward to be the Elk River City Council
representative on this commission. It has been a honor to serve on this commission for the last
four years.
