The Mayor and City Council axe asked to authorize proceeding with the process to fill the
currently vacant Patrol Captain position as well as an anticipated vacant Patrol Sergeant and
Patrol Officer position, created by the promotion of a Patrol Captain.
BACKGROUND/DISCUSSION
The retirement of former Chief of Police Jeff Beahen and promotion of former Patrol Captain
Brad Rolfe to Chief of Police has created a vacancy in the Patrol Captain position. It is desired
that the Patrol Captain position be filled from among current qualified department Sergeants.
That promotion will create a vacancy among the police department Sergeants. It is requested that
the vacant Sergeant position be filled from among current qualified Patrol Officers or Detectives
within the police department.
Filling the Patrol Sergeant position will create a Patrol Officer vacancy. The Patrol Officer
vacancy will be filled by either a qualified internal ox external candidate. The selection process fox
filling these vacancies will follow police department policy. Final candidate selections fox each of
the positions will be brought before the Council fox final approval.
FINANCIAL IMPACT
All requested positions currently exist within the police department and are budgeted. It is
requested that the Patrol Captain salary be authorized at level 13E in the city pay structure, which
was the level of the former Patrol Captain. The Patrol Sergeant will start at the entry level rate fox
sergeants per the existing collective bargaining contract now in effect. The Patrol Officer position
will start at the entry level rate fox Police Officer per the existing collective bargaining contract.
The Patrol Sergeant and Patrol Officer will not reach the top of their respective pay grades for
thirty six months, resulting in a net savings in wages and benefits fox the city over that time frame.
