Background/Discussion Page 3 Amendments/Renewals Requiring Public Hearings fox Conditional Use Permits (CUPS CUP amendments usually require minimal staff resources, so these fees axe being reduced. Page 4 Engineering Services This fee was previously billed by the consulting engineering firm and is based on the labor rate for the engineering department to perform site plan reviews and inspections fox development projects. General Planning Permit This fee has always been in place but hasn't been listed on previous fee schedules. Land Use Plan Amendment This fee increased due to the staff resources associated with the review. The increase will cover extra time and mapping needs. Page 6 Street/Right of Wav Disruption Permit Letters of Credit can be difficult for contractors to obtain from banks due to the current economy so staff would like to open this up for other options such as an escrow account. Zoning Letter This fee isn't changing but is meant to clarify that the city actually charges per address. Page 7 Fire Watch A fire watch is implemented to ensure fire safety of a building and its tenants in the event of an act such as an alarm system and/or sprinkler system being out of service. The city has been offering this service but the fee has not been in past fee schedules. Kev Lick Box Lock boxes come from various vendors with different price options and the city should recover the actual cost of the box. Rental Dwellines Council waived the license fee fox rental dwelling units of 1-3 units unti12011. Staff has put a suggested rate of $15 per dwelling unit to be consistent with the fee fox 4 ox more dwelling units. The application fee is also suggested to change to $45 per addressed building in order to be consistent with the fee fox 4 or more units. Council reviewed this item at their December 13 meeting. Page 9 Municipal Utility Fees These fees aze set by the Utilities Commission per MN Statute 412.361. These fees are not new but the attorney recommends they be put in the fee schedule ordinance in order to make sure they axe enforceable. The cost to residents was $ 10.00 fox an annual permit and the commercial fee was $ 100.00. The City of Elk River collected just over $ 7,000 for the half season to help offset operational costs. The grinding costs of all four county compost sites have been funded by SCORE grants. In September, the Sherburne County Board passed a motion stating that county residents should be allowed to drop off brush, grass clippings and leaves free of charge or the County would withdraw SCORE funds. The Sherburne County Municipal Recycling Board is currently negotiating with the County on funding for 2011-13. Staff recommends suspending the selling of the compost use permits fox 2011 and having the County Eund the grinding for 2011 at this point in time. The County Board is to consider this proposal at their January 18, 2011 meeting. Policy and Purpose: By the enactment of this Ordinance, the City Council intends to establish fees and charges required by the City Code for the year 2011 and to comply with Minnesota Statutes, 462.353, sub. 4. 2.
