This fee was previously billed by the consulting engineering firm and is based on the labor rate for the
engineering department to perform site plan reviews and inspections fox development projects.
General Planning Permit
This fee has always been in place but hasn't been listed on previous fee schedules.
Land Use Plan Amendment
This fee increased due to the staff resources associated with the review. The increase will cover extra time
and mapping needs.

Street/Right of Wav Disruption Permit
Letters of Credit can be difficult for contractors to obtain from banks due to the current economy so
staff would like to open this up for other options such as an escrow account.

Surface Water Management Impact Fee
A three percent annual increase per a Council resolution from 1994.
Zoning Letter
This fee isn't changing but is meant to clarify that the city actually charges per address.

Fire Watch
A fire watch is implemented to ensure fire safety of a building and its tenants in the event of an act such
as an alarm system and/or sprinkler system being out of service. The city has been offering this service
but the fee has not been in past fee schedules.
Kev Lick Box
Lock boxes come from various vendors with different price options and the city should recover the
actual cost of the box.
Rental Dwellines
Council waived the license fee fox rental dwelling units of 1-3 units unti12011. Staff has put a suggested
rate of $15 per dwelling unit to be consistent with the fee fox 4 ox more dwelling units. The application
fee is also suggested to change to $45 per addressed building in order to be consistent with the fee fox 4
or more units. Council reviewed this item at their December 13 meeting.

Municipal Utility Fees
These fees aze set by the Utilities Commission per MN Statute 412.361. These fees are not new but the
attorney recommends they be put in the fee schedule ordinance in order to make sure they axe
enforceable.

SUBJECT: City Compost Fees
In July of 2010, the Ciry of Ells River and the Ciry of'1.immerman instituted a program of
selling compost use permits to residents to support the compost and brush drop off site.
The cost to residents was $ 10.00 fox an annual permit and the commercial fee was $ 100.00.
The City of Elk River collected just over $ 7,000 for the half season to help offset
operational costs.
The grinding costs of all four county compost sites have been funded by SCORE grants.
In September, the Sherburne County Board passed a motion stating that county residents
should be allowed to drop off brush, grass clippings and leaves free of charge or the County
would withdraw SCORE funds.
The Sherburne County Municipal Recycling Board is currently negotiating with the County
on funding for 2011-13. Staff recommends suspending the selling of the compost use
permits fox 2011 and having the County Eund the grinding for 2011 at this point in time.
The County Board is to consider this proposal at their January 18, 2011 meeting. If the
County's decision is not favorable for the Ciry of Elk River, Staff will return to the Council
to either reinstate the compost permit program or modify the program to best deal with
needs of the Elk River residents.

AN ORDINANCE ADOPTING THE 201 I MASTER FEE SCHEDULE
WHEREAS, on December 20, 2010 the Elk River Ciry Council adopted Ordinance 10-_
approving the 2011 Master Fee Schedule; and
WHEREAS, the enactment of this ordinance establishes fees and charges required by the
City Code and to comply with Minnesota Statutes 462.353, sub.4; and
WHEREAS, the 2011 Master Fee Schedule lists fees and charges for Administrative,
Financial, Environmental, Planning, Development, Building, Parks and
Recreation, Fire, Police, and Elk River Municipal Urilitp services along with
code enforcement violations; and
WHEREAS, a copy of the full text of the ordinance is available for inspection by any
person at the office of the Elk River Ciry Clerk, 13065 Orono Parkway,
during regular business hours - 8:00 a.m. to 4:30 p.m., Monday through
Friday; and
NOW, THEREFORE, BE IT RESOLVED, that the Ciry Council, by at least four-fifths
vote, authorizes the publication of the title and summary of Ordinance 10-_
and that Ordinance 10-_ shall become effective on January 1, 2011.

AN ORDINANCE OF THE CITY OF ELK RIVER ADOPTING
THE 201 I MASTER FEE SCHEDULE
The Ciry Council of the Ciry of Elk River does hereby ordain as follows:
Section 1.
1. Policy and Purpose: By the enactment of this Ordinance, the City Council
intends to establish fees and charges required by the City Code for the year 2011
and to comply with Minnesota Statutes, 462.353, sub. 4.
2. Fees and Chaxees: The fees and charges fox the city for the year 2010 axe as set
forth on the attached Exhibit A.
3. Application: Where a direct conflict exists between the amount of a fee ox charge
set by any provision of the City Code and a fee or charge set by this Ordinance,
the fee ox charge set by this Ordinance applies.
Section 2. This ordinance shall become effective January 1, 2011.
Passed and adopted by the City Council of the City of Elk River this 20~h day of
December, 2010.
