BACKGROUND/DISCUSSION Tiller Corporation sent staff a letter prior to the Planning Commission meeting on December 14, 2011 requesting an extension of their application. At the Planning Commission meeting, the public hearing was held for the Conditional Use Permit. No one from the public spoke. The Planning Commission did have concerns with dust, additional truck traffic on Highway 169 and the wetland impacts. At the meeting, the Planning Commission tabled the item until the February 8, 2011 Planning Commission meeting in order fox the applicant to meet with the Wetland Technical Evaluation Panel and work out the access issues with Mn DOT. MnDOT provided the attached comments regarding the access for the operation. We recommend that 217`x Avenue be closed. We are in the process of developing plans for a future construction project in 2012. Any development needs to be coordinated with the construction project on U.S. Highway 169. 2. There can be no net increase in storm water run-off from the development to the U.S. Highway 169 right of way. 3.
