Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and
Recreation Commission was called to order at G:55 p.m. by Chair Anderson when a
quorum was present.

Action/Discussion Items
7.1.A. City Paxk Hours Policy
Planner/Park Planner, Chris Leeseberg shared that concern has been raised in
regards to activities that occur in Elk River City Parks after hours. Current City
ordinance states that parks are open to the public from G:00 am to 10:00 pm daily.
There axe, however, cases where activities axe operating outside that timefxame.
Examples of activities that are occurring after park hours include:
• Mountain bike riding at Hillside Park
• Hikers/Skiers at Woodland Trails Paxk
• Disk golf at Lions Paxk
• Parks and Recreation events such as [-'right Night

Mx. Leeseberg stated the proposed ordinance change would allow two parks, Hillside City
Park and Woodland Trails Park, to be used until 12:00 am with approval of the City
and with issuance of a permit. Sec. 54-31. Closing hours.
~a,2 No person shall enter ox remain upon the grounds of any public park within the city
after 10:00 p.m. ox before 6:00 a.m. Any City sponsored/sanctioned nrogram
maybe allowed to enter or remain upon the grounds of any public park
within the ci , at any time
(~ Individuals shall be allowed to enter or remain upon the grounds of Hillside
City Park and Woodland Trails Park within the City until 12.00 a m under the
following circumstances:
a) A Hermit to enter or remain in these two parks is approved
the City of Elk River and the users intended purpose complies
with all special use requirements
b) All persons in the park afrer 10.00 u m must disp~ their
permit as required through the Uermitting process
Commissioner Nystrom asked if the permits would be open ended so if someone
lived next to the park they would be able to spontaneity utilize the park.
Mx. Leeseberg stated the permit process will be addressed by staff.
Commissioner I{arisen stated that the first sentence is unclear in the first paragraph
(a). It should read "Any person participating in any City sponsored/sanctioned
program may be allowed to enter or remain upon the grounds of any public park
within the city at any time."
Commission Anderson asked how the volunteer groomers would be accommodated,
they start before Gam and after lOpm.
Mr. Leeseberg shared that they would be under City Sponsorship.
Commissioner Anderson asked that staff consider the ability to get an electronic
permit process in place.

TO ACCEPT STAFF RECOMENDATION REGARDING PARK HOURS
ALONG WITH ADDING TO THE FIRST PARAGRAPH (a) TO START
WITH "ANY PERSON PARTICIPATING IN ANY CITY
SPONSORED/SANCTIONED PRORAM". MOTION CARRIED 4-0.
