Closing of 4th Street During St. Andrews
Church Festival
Members of St. Andrews Festival Committee have approached staff
requesting permission to close 4th Street from Holt Avenue to Irving Avenue
during their festival. Staff recommends approval with the following
stipulations:
1. This closure be permitted in 1997 only, due to the building expansion.
2. The closure of 4th Street be allowed only during daylight hours on the
day of the festival.
3. The church provide two Type III barricades; one with "Road Closed'
placard, on each end of the closure and traffic cones or barrels as
needed.
4. The church notify residents whose driveways would be impacted by the
closure.
5. The church pick up any trash or debris from the street and boulevard
after the festival.
