Background.•
The staff report before this item asks for changes to the EDA enabling resolution regarding the
appointment of Councihnembers to the EDA as voting members. Mayor Klinzing and
Councilmembers Zerwas and Motin's terms expired December 31, 2010. Three vacancies need to be
filled for the EDA and terms should run with Council terms of office.
Action:
Council motion appointing 3 Councilmembers to the EDA with term expirations to run with the
Councilmember terms.
1b) Utilities Commission Voting Member
Background.•
Per state law no more than one member of the Commission may be from the City Council.
Councilmember Gumphrey resigned from the Utilities Commission. Newly elected Mayor Dietz is
currently serving on the Commission as a resident member (which will expire in February 2011). If
the Council would like Mayor Dietz to remain on the Commission he should be appointed to finish
out Councilmember Gumphrey's unexpired term. The resident vacancy is being advertised and
applications are due by January 14, 2011.

Action:
Council motion changing Mayor Dietz's appointment to fill the unexpired term expiration of
February 28, 2013.
1c) Energy City Commission Voting Member
Background.•
Former Mayor Klinzing served as an Energy City Commissioner with a term expiration of February
28, 2012. City ordinance states one representative of the City Council shall serve as a member of the
Commission.
Action:
Council motion appointing 1 Councilmember to the Energy City Commission with a term
expiration of February 28, 2012.
1d) Library Board Voting Member
Background.•
Historically, a Councilmember has acted as a liaison to the Library Board. The Library Board bylaws
do state that not more than one member of the Board shall at any time be a member of the City
Council. The Mayor, with approval from the Council, may recommend appointments to the Board.
Mayor Dietz is recommending Councilmember Zerwas.
Action:
Council could continue to appoint 1 member to serve as a liaison or could make a motion
appointing Councilmember Zerwas to the Library Board as a voting member with a term expiration
of December 31, 2012.
2. Consider Liaisons/Non-Voting Members

In January 2009 Council made liaison appointments to various boards. Prior to 2009 these
appointments were originally for one year but the Council didn't feel this was enough time to work
with each board and to be involved with some of the lengthier projects of the Boards. Council then
decided to make the liaison appointments valid for two years.
Action:
Council motion filling the following Council liaison appointments to December 31, 2012:

County Board to appoint a municipal representative to the Region 7W Board.
Action:
Council motion selecting 1 Councilmember to be considered by the Sherburne County Board for
appointment to the Region 7W Transportation Policy Board.

SUBJECT: Region 7W Transportation Policy Board Appointment
Elk River is a member of the Region 7W Transportation Policy Board (TPB) that represents
Sherburne, Benton, Stearns, and Wright counties. The respective county boards are charged
with appointing representatives who are elected officials from within their county to serve
on the TPB. Mayor Klinzing was appointed by the Sherburne County Board as a Sherburne
County representative on the TPB.
Per the attached letter from Steven Voss, Mn/DOT District Planning Director, the
Sherburne County Board will be recommending two new county representatives to serve on
the TPB. Elk River is the largest Municipal State Aid city in the County; therefore, it is
important that we have representation on the TPB. The Council is asked to select a
Councilmember for recommendation to the Sherburne County Board. The County Board
will take action to appoint TPB members in January.

Dear Mr. Bensen:
The Region 7W Transportation Policy Board (TPB) is requesting that the Sherburne County
Board appoint two municipal elected officials from within Sherburne County to serve on its
membership. One of the municipal representatives is needed to fill a new position created on
the TPB when the City of Zimmerman was designated Municipal State Aid status. The second
representative is needed to fill the vacancy created by Elk River Mayor Stephanie Klinzing's
unsuccessful bid for re-election earlier this month.
The TPB was officially organized in January 2000by joint powers agreement duly executed by
the county boards of Benton, Sherburne, Stearns and Wright Counties. The TPB is charged with
addressing regionally significant transportation issues and recommending investment priorities
seeking federal transportation funding within the four-county Region 7W area outside the 20-
year planning area of the St. Cloud Area Planning Organization (APO).
Membership on the TPB currently consists of ten local elected officials. Membership includes
one county commissioner from each county and one elected municipal representative. Counties
with three or more cities over 5,000 populations outside the St. Cloud APO's planning area are
entitled to two municipal members. Because the Cities of Big Lake, Elk River, and Zimmerman
are designated MSA cities, Sherburne County joins Wright County in having two municipal
representatives on the TPB. Sherburne County may appoint a mayor or councilperson to fill its
two positions and it should give preference to elected officials representing MSA cities if
possible.
Membership on the TPB shall run concurrently with each appointed member's term as a local
elected official or until the selection of a qualified replacement by the county board. The TPB
typically meets three to four times per year. The TPB is supported by a 19-member regional
transportation advisory committee (TAC) consisting of county and city highway officials, public
transit providers, and Minnesota Department of Transportation District 3 staff.
The next TPB meeting is scheduled for Friday, February 18, 2011. We would appreciate if your
county board could appoint the two municipal representatives before this date tb ensure your
county's full representation at the meeting.
