City Administrator/ Finance Director June 16, 1997 Local Performance Aid Measures You may recall a brief discussion regarding Local Performance Aid during presentation of the 1996 financial report. At that time the Council indicated that it intended to develop and implement a measurement system in order to qualify for LPA in 1998. Laws 1997, Chapter 231, Article 11, Section 7 changes the qualification criteria for 1998 LPA and requires that the City resubmit Certification forms for 1998 aid. The new law states that in order to qualify for LPA in 1998 a city must affirm that (1) the aid will result in a reduction in property taxes at least equal to the amount of the aid received, and (2) the city will spend the aid on programs for which it has developed a system of performance measures and that these measurements will allow for the measurement of continuous improvement and will be regularly compiled and presented to the City Council at least once a year. Additionally, the city must identify the program or programs which are to be funded with the aid. According to estimates from the League of Minnesota Cities, Elk River will receive approximately $16,850 of LPA in 1998. In order to qualify for this aid and to not make our measurement system overly complex, it is suggested that items such as snowplowing and street maintenance be selected as the areas of measurement.
