Staff is targeting the last week of January and the first week in February for conducting interview for the vacant Water Operator position. The week of February 28th, I will be attending the American Public Power Association (APPA) Legislative Rally in Washington, D.C. In the past, two Commissioners and one Staff member would attend. Last yeaz, Commissioner Gumphrey and I attended and we have only budgeted for two to attend in 2011. Ideally, an elected official or Commission representative should attend this rally. However, if that is not possible, another manager could attend the rally with me. The Minnesota Municipal Utilities Association (MMUA) Legislative Conference St. Paul will be March 30's -April 1s`. We aze budgeted for one Commissioner and one Staff member to attend. Prior to this, the largest volume of transactions in a month was 294. We had 442 credit card payment transactions in December amounting to $60,515. This is a cost of $994.50 to ERMU and would have been between $1,000 and $1,200 if processed on a typical percentage cost basis. Inventory was conducted at the plant on Januarty 3`d, Water inventory was done December 20~h and Security inventory was done December 17` .The electric inventory is especially large and time consuming and staff have done a great job over the past year to fine tune the process and implement efficiencies in organization that facilitate an expeditious and effective count. All field staff should be commended for their participation and diligence, as well as the involved office staff for coordination and participation, and also supervisory management for stressing the importance of the task and being involved in its facilitation. It takes teamwork and the team did a great job! The auditors were here for their preliminary fieldwork on January 5`h. It went very well and they will be back the week of February 28"'through March 4`h for their major fieldwork. We are evaluating the after-hours phone service and will be visiting some call center locations to determine how we move forward after March 3151 when GRE no longer provides this service to us. This unit has only one main valve street side and the valve for individual shut offs in each of the private units. This poses a problem since we do not have access into the private townhome unit and they run the risk of water lines freezing. The Elk River Police were called because the home was abandoned and the only way in was to break the door down. After breaking the door I was able to get the water off. I told Tom Koler, the association manager that each shut off should be in the utility room in order to resolve fwther issues of this magnitude. We aze waiting for their electrician to finish their work and then we will transfer them to the new transformer. • We have been fixing street lights that have a photo eye controller that feed multiple lights at one time. • Had to inspect our underground distribution switchgeaz because of a recall notice. We have 35 of these units. In the spring we will have to change out gaskets on the visible break windows. • Had one new electric service. • We will finish Area 22 rebuild and Engers addition rebuild in the spring after the frost is out. There are a few transformers to take down and pull poles. • The 5`h street rebuild job will be on hold until spring. • We are getting equipment ready to start tree trimming. Elk River~,~~`^-... One of those was an "emergency" locate, two were updates and one was an appointment. It was a slow month as far as locating goes but staff was busy with the home energy audits and the thermal imaging camera for our equipment. The Metering department continues with weekly and monthly substation checks, and doing the monthly power bill. The meter change-out program is still continuing as time permits. Some staff are continuing to attend the weekly meetings for the Home Energy Audit program. They are also doing a lot of the home energy audits. The Security Systems department had a total of fifty-five phone contacts, six personal visits, six systems quoted, nine sales made, eight installs completed and twenty-one service calls for the month of December. This brings the YTD total installs to 11.1. Power plant staff did the monthly run on the engines. Everything went well and Steve got the new fuel injectors in engine #2 so that they could exercise that one too. Jeff Murray attended the transformer school along with three of the linemen.
