TO: FROM: DATE: SUBJECT: Mayor & City Council Pat Klaers, City Administrator June 16, 1997 Handke Playground Equipment Representatives of the Handke Playground Committee will be present at this City Council meeting to request a financial contribution for the purchase and installation of new playground equipment at Handke School. The Park and Recreation Commission supported this request at its May 14, 1997, meeting (see attached minutes). The School District has agreed to contribute $3,000 for this equipment. According to the motion of the Park and Recreation Commission it is then recommended that the city also contribute $3,000 for this youth recreation project. The source of funds would be the infrastructure and equipment reserve that is designated for parks. This project increases youth playground equipment in the community. Equipment is available to kids in the neighborhood after school hours and during the summer. Additionally, this project allows the existing playground equipment to remain at the Community Education site. This equipment is used by the kids in the neighborhood after school hours and by children, who along with the parents, are attending youth baseball and soccer activities. A playgroundproposal. Parents identified the need for a larger playground based on student complaints, slivers and other problems on the playground (drainage problems). The student council members identified this as the primary need of the students. Proposal ,vas made and approved at the Handke Magnet Management Council to raise money for a new playground IIL Money currently raised by students, parents and staff for the project. · Handke Parent Group donated $2500 "seed" money. · Pop can recycling program (every Fri.) earned about $164 (Jan-June) · AM sales to students (cereal/juice) earned about $750 (Jan-June) · Parent/staff donations: $400 (Jan-June) · Paper drive: $230. · Carnival Drawing $580. · Magazine Sales $1200. · To date, our students, parents and staff have earned about $58001 IV. Grading plan for the structures/features in the park should include the following: -basketball hoops on each end (60'x100' pad) -ball field with a backstop -hockey rink -sand volleyball court -picnic shelter The developers asked the Commission if all the park improvements were made "up front" by the developer, could a credit towards their park dedication be made as the project develops. The Commission indicated that there are a large number of park improvements that need to be made throughout the city. However, they would consider the request and give the City Council a recommendation to consider. 6.1. Community Recreation Update - Jeff Asfahl Lance Cunningham, representing Elk River Skateboarders, Inc. provided an update on fundraising activities proposed by the skaterboarder's group. He noted the students have received their non-profit status through the state. Lance distributed samples of the logo which will be used by the group. Jeff updated the Commission on recent activities as follows: -A Web site has been established for the Youth initiatives Task Force project -Mentoring program is proposed as elective through the senior high school -Summer program registration is underway 6.2. Harold Gramstad - Representative of the Lions' Club Harold Gramstad explained this is the final year of the Lions' Club plans to donate $75,000 in improvements for Lions' Park over a three year period. Projects proposed to be completed with the remaining $25,000 are: -blacktopping of remainder of trails -blacktopping of the hockey rink -lighting in the basketball court area -sliding tube on hill -landscaping Planning Commission expressed their appreciation of the stewardship of the park Discussion on Movinq Play.qround Equipment from ECFE to Handke School Katy Alfebee, Maria Derks and Judy Schulze were present to express the need for playground equipment at Handke School. Maria Derks explained how the playground equipment at the former ECFE site was originally acquired and how they plan to incorporate the equipment at the Handke site. Ms. Derks also explained the fund-raising efforts in progress to fund new playground equipment. Ms. Schiuze estimates incorporating the existing structure at the former ECFE site into the plans for the Handke playground, they would realize a cost saving of Park & Recreation Minutes May 14,1997 Page 4 $7,000 - $12,000. The Commissioners expressed a concern a void would be created by removing the playground equipment from its present location. Phil felt it would cost approximately $2,000-$3,000 to move the equipment. Commissioner Dave Anderson suggested the city make a cash contribution toward the purchase of new playground equipment. COMMISSIONER HUBERTY MOVED TO CONTRIBUTE UP TO $5,000 FOR HANDKE SCHOOL PLAYGROUND EQUIPMENT, TO MATCH THE AMOUNT CONTRIBUTED BY DISTRICT #728. COMMISSIONER KUESTER SECONDED THE MOTION. THE MOTION CARRIED 7-0. 8. Discussion on Park Developments East of Hiqhwa¥ 169 Chair Anderson indicated he and two others were the only ones present at the Hillside water tower site for the scheduled meeting with the residents on park needs. He added that the neighborhood group had previously indicated they would be present at this meeting with survey information, but were not in the audience. Chair Anderson explained he has encouraged Kelly Oleen and Tom Cruz to work together as a group and present their needs and desires to the Commission. He was informed by Mr. Cruz the group now has survey information available and will be coming forward with a proposal. The Commissioners discussed possible uses for the park area at the water tower site. It was the consensus of the Commissioners to hear the survey results from the residents before making a recommendation to the City Council. Phil stated one of the property owners east of Deerfietd 3rd and Royal Oaks has indicated possible interest in developing his property. Also, it appears the development of the church property will begin this year. Discussion on Permittinq Civil War Reenactment Group Encampment on EDA Site Downtown -Auqust 8, 9 & 10 (Heritaqe Festival) COMMISSIONER HUBERTY MOVED TO APPROVE THE CIVIL WAR REENACTMENT GROUP ENCAMPMENT ON THE DOWNTOWN EDA SITE DURING THE HERITAGE FESTIVAL. COMMISSIONER WESTRUM SECONDED THE MOTION. THE MOTION CARRIED 7-0. 10.1. Set Date for Decision Resources Discussion A meeting has been scheduled for Wednesday, May 21st at 7:00 p.m. to discuss the survey resutts with Decision Resources at the City Hall. 10.2. Set Date for Joint Meetinq with City Council A joint meeting with the City Council has been tentatively scheduled for Monday, June 2, t997, from 6-7 p.m. 10.3. Joint Meetinq with Planninq Commission A joint meeting with the Planning Commission has been scheduled for Wednesday, June t 1, 1997 from 6-7 p.m.
