Authorization to accept the low quote received from North Star Pump Service, to complete the
replacement of the waste sludge pump and modification to its control system at the wastewater treatment
facility.
BACKGROUND/DISCUSSION
As discussed at the January 10, 2011 City Council workshop, the existing wastewater treatment facility has
been experiencing problems with excessive solids from the final clarifiers, overloading the sand filters.
The problem needs to be mitigated soon to avoid potential discharge permit violations.
The excessive solids overflowing from the final clarifiers axe caused by the "re-suspension" of solids. This
problem could be mitigated by increasing the amount and frequency for sludge wasting. However, sludge
wasting is currently limited by the capacity of the existing waste sludge pump and its control system. The
existing waste sludge pump is more than 30 years old and limited in its capacity. Its current control
system is an old style system installed in 1995, and only allows sludge wasting twice a day.
It is recommended that the existing waste sludge pump and its controls be replaced as soon as possible.
Two new centrifugal pumps (one duty pump and one backup pump) with variable frequency drives are
recommended. The new controls would include an operator interface touch-pad screen allowing
adjustment of operation by the operator.
FINANCIAL IMPACT
Two quotations for the proposed upgrade were solicited for the Council's consideration and are
summarized as follows:
North Star Pump Service $62,177.00 (+ Tax)
Quality Flow Systems, Inc. $74,460.00 (+ Tax)
Both quotes also included an additional price associated with the complete replacement of the existing
control panel. It is not required to have the complete panel replaced at this time. As such, we are not
recommending moving ahead with the listed adder. Funding for the project will come from the Sanitary
Sewer fund. The project was originally estimated to cost $80,000.

Please find below our proposal to supply finro new pumps, control modifications, piping, and all required
labor for a complete project.
Recycle Pumas 8~ Control:
Two (2) "KSB" Sewabloc Model K150-315lGV, 15hp, 230/460/3, 6" heavy duty vertical non clog
sewage pump capable of pumping 500 gpm @ 45' TDH. To include:
- Pump stand/ 6" suction elbow
- 15hp, 1160 rpm, TEFC 15hp, EPACT efficiency motor
Four (4) 6" plug valves
Two (2) 6" swing flex check valves
One (1) 6" piping to complete the piping of the two pumps to the suction header and discharge
outlet of the building
One (1) Concrete work around the base of pumps
One (1) Control upgrade to include the following as a minimum:
- (2) 15hp Mitsubishi Series 700 VFD's installed in the MCC
- (2) Cooling fans in MCC compartments
- (2) Feeder breaker buckets
- (1) Color touch operator interface for mounting in the existing enclosure
-All required electrical wiring, conduit, and materials
- All required programming modifications as required
One (1) Installation, start-up and training.
One (1) Freight to the jobsite
Total Delivered Selling Price - -$74.460.00(+ tax)

Adder:
Add $13.870.00 (+ tax) to the above price if we install a complete new Allen Bradley 505 PLC and control
panel vs. utilizing the existing Allen Bradley 503 PLC and panel.
We prepared this based on the pump design conditions provided. In the event this changes we would need
