Sale of Property to Larry Morrell
Request
Consider the sale of city owned property along 171st Avenue, adjacent to
property owned by Larry Morrell.

Overview
Larry Morrell is requesting the city consider selling property on the south
side of 171st Avenue that was acquired from Roger Eull for the 171st Avenue
project. The property is a triangular piece approximately 6,000 sq. ft. in
area. This property is adjacent to the subject site under consideration for
rezoning, preliminary plat and a conditional use permit to allow the
relocation of Morrell Transfer from their current location at the intersection
of Jackson and School Street. The sale of the property will allow Morrell's to
develop the area for parking purposes.
Right of Way
The City Engineer has suggested the need for an acceleration lane on the
south side of 171st. This lane would allow vehicles that need to stop at
railroad crossings a place to do so; it would also provide an acceleration lane
for trucks exiting the Morrell Transfer site. In order to accommodate this

lane, a 120 foot right-of-way will be needed. It is recommended that if the
Council decides to sell this piece of property the City retain enough to provide
for a total right-of-way width of 120 feet.
Landscaping Area
The second issue relates to maintaining 25 feet of the property exclusively for
landscaping purposes. The 25 feet will allow enough room for Morrell to
construct berming and landscaping to enhance the visual appearance along
171st Avenue.
Value of Property
As mentioned above the city purchased the property (37,500 sq. ft.) from
Roger Eull for approximately $13,500.00. One option the Council has is to
sell to Mr. Morrell the property (6,000 sq. ft.) at a prorated price. Based on
the area requested to be purchased, the value would be approximately
$2,200.00.
Recommendation
If the City Council sells Morrell Transfer the requested property, staff would
recommend the following:
The sale price of the 6,000 sq. ft. be based on the same price the City
purchased the property from Mr. Eull. The total sale price would be in
the vicinity of $2,200.00.
25 feet of the purchased property along 171st be used for landscaping
purposes. The landscaping shall include earth berming and plant
material to provide an aesthetic enhancement along 171st Avenue.
A total of 120 feet of right-of-way be retained for the possible
construction of an acceleration lane.
