PRSR 05-11-2005ITF.~i # 8.3.A. t~ver MEMORANDUM TO: Parks and Recreation Commission FROM: Bill Maertz, Director of Parks and Recreation DATE: May 5, 2005 SUBJECT: Request by Elk River Rotary Club for Financial Assistance with Handke Project Item The Elk River Rotary Club has requested that the Parks and Recreation Commission consider a request to participate financially in the final phase of renovation of Handke Stadium. Summary The Elk River Rotary Club has been working on the restoration of Handke Stadium. The majority of the work is complete, and Rotary's goal is to complete the project this summer. The estimated cost of the final phase is $50,000. The Rotary is requesting the Park and Recreation Commission consider using $10,000 of park dedication funds to assist with this project. Action Requested Make a recommendation to the City Council to amend the 2005 parks capital improvement budget by an additional $10,000, in order to help fund the renovation of Handke Stadium. The City of Elk River has participated financially in this project and the past, and there is precedent in using park dedication funds on school district property. The lights installed at Handke in the winter of 2004/2005 were paid for with park dedication funds. The Parks and Recreation Department operates the warming house and maintains the rinks, which received over 6,000 visits last year. Staff believes that Handke Stadium is a valuable recreation resource to the community and that park dedication funds would be well spent on the completion of the renovation.
