City Engineer Update
As the city engineer is in attendance at this City Council meeting and as the
construction season is underway, it is appropriate for the city engineer to
update everyone on current activities.
Possible update items include:
· Joplin Street signal/intersection and north frontage road
· Lowell Avenue
· Joplin Street south of County Road 30
· 171st Avenue
Highland Avenue water
· Orono Lake 3rd - sewer, water, and streets
· County Road I and Highway 10 intersection work
· 197th Signal

Consider Change Order for the Orono
Lake 3rd Improvement Project
Last week the City Engineer and myself drove through the Orono Lake 3rd
improvement project and discussed the possibility of constructing a trail
along County Road 30 from Fresno Street to Denver Street. With the right of
way disturbed for the installation of water and sewer along County Road 30,
it seemed to be the appropriate time to consider installing a bituminous path
as part of this project. The path would be an extension along the north side
of County Road 30 from its current terminus on the west side of Fresno
Street eastward to Denver Street. This would be an extension of the planned
pedestrian system along County Road 30. The bituminous path could be
installed without impacting any of the existing vegetation or fences that are
currently located within the right of way along County Road 30. This
bituminous path extension would be one more link towards completing the
ultimate system along County Road 30.
If the Council authorizes this change order, staff will send a letter to those
property owners that will be directly affected by the installation of the path
to inform them of this added improvement to the project.
Recommendation
It is recommended the City Council approve a change order to the Orono
Lake 3~d Improvement Project to include a 10 bituminous path from Fresno
Street to Denver Street.

CONSTRUCTION BIDS
Dear Council Members:
We have tabulated the bids that were received on Thursday, June 12, 1997, for the signalization
of the TH 169/197th Avenue intersection. There were a total of five bidders. The following list
provides the bidders and their total bids.

As we have discussed previously, the bid included four items. First was the signal system, second
an emergency vehicle preemption system, third was an interconnect between the new signal at
197th Avenue and the next signal to the south at Jackson/193rd Avenue, and the last thing that
was included in this bid were sign panels and a crosswalk. The engineer's estimate was $195,000.
The Iow bidder is approximately 23% under this estimate.
Since the bid was just received last Thursday and this is a Contractor we have not worked directly
with in the past, we have not had time prior to Monday evening's meeting to check references.
However, at the time that the City Council authorized advertisement for bids on this project, there
was some discussion whether or not the project should be built at this time. We would like to have
some direction as to whether or not the Council wishes to award this bid. If the Council does want
to award the bid, we would do reference checks and come back at a later meeting with a resolution
for the City Council's consideration.
