Consider request by neighbor to install fence at Meadow Park
Background and Summary
Meadow Park is a very small neighborhood pazk with a small sliding hill and a tot swing.
The owner of an adjoining property has requested that the Parks Commission consider
fencing the boundary of the park. The homeowner has been troubled with vandalism and
believes the perpetrators have been gaining access to his Yazd through the pazk. Staff
estimates that fencing three sides of the park would cost $$2,950.
Staff Recommendation
The City of Elk River has many parks that abut neighboring yazds and establishing a
precedent of fencing between the park and neighbors would create a financial and
maintenance burden for the Pazks and Recreation Department. Staff recommends the
installation of additional park boundary signs in order to create a clear delineation of
where private property begins.
Action Requested
Deny request to install fence at Meadow Pazk. Staff will install additional pazk boundary
signs.

SUBJECT: Amend Trail Master Plan

Recommend change to trail master plan to show detached trails adjacent to county roads
Background and Summary
The current trail master plan specifies future widened shoulder along County Roads I,
77, 35, 32, 40, 13, 21 and 33. In addition, the plan specifies future widened shoulder
along the following city roads, Jarvis St, Upland St., Lander St. and 221x` Ave.
The Park Commission has discussed the merits of future widened shoulder vs. detached
trail and the consensus was that detached trails were more desirable for several reasons.
• Safety -Trail provides sepazation from traffic
• Winter use -Trail can be plowed and sanded with parks trail maintenance
equipment.
• Aesthetics -Trail provides opportunity to plant boulevazd trees and create a more
aesthetically pleasing pedestrian experience.
Budget Implications
There are approximately 30 miles of roads designated future widened shoulder.
Amending the trail plan to designate these to detached trails will cost $3,200,000 in 2005
dollars. Park dedication funds will not be sufficient to fund this level of trail
development.
Staff will explore various grants and partnerships as funding sources, however, it is clear
that a referendum will be needed to fully fund trail development if the plan is changed.
Staff Recommendation
Staff recommends the Parks and Recreation Commission vote to recommend that the trail
master plan be changed to specify detached trails wherever feasible along the following
City and County Roads: CR 1, CR 77, CR 13, CR 21, CR 32, CR33, CR 35, CR 40,
Jarvis St, Upland St., Lander St. and 221 S` Ave.
Action Requested
Make a recommendation to the City Council that the trail master plan be changed to
specify detached trails wherever feasible along the following City and County Roads: CR
1, CR 77, CR 13, CR 21, CR 32, CR33, CR 35, CR 40, Jarvis St, Upland St., Lander St.
and 221st Ave.
By making this recommendation, the Parks and Recreation Commission is
acknowledging that a referendum for trail development will be needed in the near future.
