The City Council has recently discussed its meeting schedule for the next few
weeks and some official action has already been taken. For example, the City
Council meeting on July 7, 1997, has been canceled and a special meeting has
been called for June 30, 1997, which is the fifth Monday of the month.
There has been discussion about canceling the June 23, 1997, meeting as I
have heard that at least two Councilmembers will be participating in the all
day Chamber golf event/fund-raiser. At this time staff has been moving
agenda items to the special meeting on 6/30/97 in anticipation that the
6/23/97 meeting will be canceled.
July 14, 1997, is the EDA meeting night. The Schultz/Hohlen feasibility
report is planned to be ready by this date. If desired, the Council should call
a special meeting for July 14th, following the EDA meeting, for a presentation
of this feasibility report.

SUBJECT: Early Redemption of 1988A General
Obligation Improvement Bonds
This item was originally scheduled for the June 23 meeting, but because that
meeting may be canceled, action is requested on June 16 in order to meet the
notification requirements for the early redemption of the bond issue.
A resolution is attached calling for the early redemption of the 1988A G. O.
Improvement Bonds. These bonds were issued to fund the Main Street and
Jackson Avenue and Royal Oaks Ridge Addition improvements. Special
assessments were levied for the payment of the bonds. Due to special
assessment prepayments, there is an opportunity to prepay the bonds. The
prepayment will result in an interest savings of $6,197.50. Additionally, the
current cash balance in the debt service fund is approximately $198,000, and
the principal and interest outstanding amounts to $93,082.50. At a later
date the Council will be asked to approve a motion for the transfer of the
remaining funds.
Action Requested
The Council is asked to approve the attached resolution, A Resolution Calling
for the Early Redemption of $1,180,000 General Obligation Improvement
Bonds Series 1988A Dated May 1, 1988.

RESOLUTION 97 -
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION CALLING FOR THE EARLY REDEMPTION
OF $1,180,000 GENERAL OBLIGATION IMPROVEMENT BOND
SERIES 1988A
the Elk River City Council approved Resolution 88-28,
authorizing the issuance, awarding the sale, prescribing the
form and details, and providing for the payment of General
Obligation Improvement Bonds Series 1988A dated May 1,
1988; and,
the Bonds remsining outstanding mature in the years 1998
and 1999; and in the principal smount of $90,000; and,
Section 2.05 of the Resolution states, and the Bonds so
provide, that Bonds maturing in the years 1996 through
1999 shall be subject to redemption and prepayment at the
option of the issuer on February 1, 1995, and at any interest
payment thereafter, at a price equal to the principal smount
thereof and the accrued interest to the date of redemption;
and,
the City Council requests that principal outstanding for the
years 1998-1999 in the o_mount of $90,000 be prepaid using
funds available due to the prepayment of special
assessments in accordance with the terms of the Bonds; and,
WHEREAS, the City Council hereby directs the Paying Agent, Norwest
Bank Minnesota, N.A., to proceed with msiling the proper
notice to all registered holders not less than 30 days before
the redemption date as required in the Resolution for early
redemption.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Elk River that the $90,000 for principal outstanding for
years 1998-1999 on the $1,180,000 General Obligation
Refunding and Improvement Bonds Series 1988A be
redeemed on August 1, 1997.
Passed and adopted by the City Council of the City of Elk River this 16th day
of June, 1997.

WHAT:
Come Aboard Minnesota
The future of transportation is coming to Minnesota July 1, 2 and 3 when
a commuter rail. train makes demonstration runs between St. Cloud,
Minneapolis, Saint Paul, mad Hastings.
The Twin Cities is one of the largest metropolitan areas in the United
States without passenger rail transit. Minnesota faces the 'mounting
challenges of increasingly congested highways and urban sprawl.
Officials in Minnesota are exploring commuter rail transit as a solution.
Although the details of the three-day demonstration event are still being
finalized, there will be plenty of room on the inaugural demonstration mn
for reporters, editors and photographers to experience firsthand the future
of transportation in Minnesota.
Transportation leaders and other federal, state, county and city officials
will be available for interviews.
WHO:
WHERE:
Members of Congress, state legislators, county ,and city officials, business
leaders, commuters, and many others are expected to take this ride toward
the future. The demonstration event is sponsored by the regional railroad
authorities of Anoka, Hennepin, Ramsey and Washington Counties.
The Flexliner train will be making a number of runs throughout the
region, including trips between St. Cloud and Hastings, and trips between
Minneapolis ,'md Osseo.
WHEN:
The demonstration event takes place July I, 2 and 3.
The inaugural demonstration run, which has been specially structured for
media and government representatives, takes place at 8:30 a.m. on
Tuesday, July 1 in Anoka County. A more detailed agenda will be
delivered to you shortly.

'demonstration of the Flexliner, an example of modem commuter rail
technology.
The train makes its inaugural demonstration mn at 8:30 a.m. on Tuesday,

Recommendation -- award of bid package #17
Walk-in cooler and related work
The bid was advertised locally and in Metro area plan services. Bids were received and publicly
opened.
The bid documents were prepared with input from City staff, liquor operations manager and
refrigeration vendors.
Bid alternate #1 is for certain electrical work related to the cooler.
Bid alternate//2 was original drafted to include the product racking material and installation. Specific
bidding information was not available for product racking. A separate budget arnount is establish.
Award of the product racking is not being considered at this time.
Bid alternates #3, #4 and #5 were prepared to entertain possible energy savings options. Thc
information available at this time does not warrant accepting any of the alternates. The Owner may
consider adding the items in the future or wait for improvements in cooler energy saving devices.
Bid alternate//6 was prepared to consider a five (5) year cooler panel warranty. The base bid scope of
work requires a ten (10) year panel warranty.
Bid results
· The budget for walk-in cooler work is $75,000
· The bids results for bid package #17 are attached. The Iow responsible bidder is St. Cloud
Refrigeration, with a bid of $51,$00. This bid mount includes the alternate #1 electrical work.
· The revise~l bid from St. Cloud Refrigeration provides a savings to the City of ($23,300)
Recommended .~lction
It is recommended that the City Council approve a motion to award the walk-in cooler (bid package
# 17) contract to St. Cloud Refrigeration of St. Cloud, Minnesota.
