TRANSPORTATION MEETING
SHERBURNE COUNTY HIGHWAY DEPARTMENT

1. County Road 40 Status
Terry asked about the status of the right-of-way plat for County Road 40. He understood that
there was some revision being made to the alignment adjacent to River Park. He indicated that
he needed the new plat alignment to initiate an eminent domain resolution for the City Council
to start the land acquisition process. Terry indicated that he had hoped to bring the eminent
domain resolution to the Council at the August 15, 2005 meeting. Rhonda and Dick responded
by saying that the new plat was just being finished up and that it would likely get to the County
Board on August 9~h, so that it would be available for preparation of the eminent domain
resolution and potentially approval of the right-of-way plat by the City Council on August 15~.
Dick indicated that he did not have the most current River Pazk concept layout nor final plat.
Terry indicated that he would get a copy and provide it to Dick. Discussion then tamed to
access points along County Road 40. Dick indicated concern now that the County was going to
maintain control of the road, tha[ the access points meet the County access policy. Terry stated
that it was his understanding that the access points were originally detemvned by the County and
that the City was planning to follow the County-proposed access points.
Bill Maertz indicated that the City would still like to see a 10-foot bituminous trail along the west
side and eventually have a trail along both sides, if the east side is brought into the Urban Service
District and developed in an urban nature. Rhonda expressed concern that there was only 100
feet of right-of-way and with a rural section, it often times needs most of the right-of-way for
construction of the street and ditch azea. The road is proposed to be 40 feet in width including
the shoulder areas with a roadside ditch outside of that. It was agreed that Rhonda would have
her staff attempt to get an area for a detached 10-foot wide trail within the 100-foot right-of-way.
They are just about to begin the design, so this will be discussed further at a later date.
2. Detached Trails
Bill Maextz indicated to Rhonda that on all current and future County Road projects, she should
always assume that the City wants a detached trail. He then specifically tallced about current
projects. First was CSAH 1 in the northern part of the City. Rhonda indicated that the County
had 100 feet ofright-of-way so they did not do any land acquisition, but it was a relatively tough
construction project and she didn't feel there was any room for a trail, and that it was too late in
the design process to revisit it. Secondly, the area of County Road 33 and 77 realignment was
discussed. Rhonda indicated she would work with Bill in getting a trail on County Road 33 west
of the Great Nor[hem Trail. She stated that east of the Great Northern Trail in the realignment
area through the gravel raining property, she didn't feel a trail was appropriate because of the
amount of truck traffic and debris from the gravel trucks.

Bill asked about the installation of an underpass at the intersection of CSAH 33 and the Great
Nor-dmem Trail. Rhonda stated that to meet standards, the underpass had to be 12 feet by 14
feet. She estimated the cost at $810 per lineal foot and $17,000 for each of the end sections. Bill
said that he understood these costs and that the City was willing to pay this amount. Rhonda
then went onto explain to Bill that Tiller Corporation was planning to install a box culvert 8 feet
by 6 feet for their gravel mining operation near the new intersection of CSAH 33 and County
Road 77. She asked whether the City and the Parks Department would be willing to pay for the
upsizing of that culvert to 12 feet by 14 feet, so that it could be used for a pedestrian underpass
in the future. She had a letter from C.S. McCrossan Construction, Inc. to Barton Sand and
Gravel, which she provided to Bill which indicated the difference in cost would be approximately
$80,000 - $90,000 to the City. Bill said that he thought the City would be interested in doing that
and he would discuss it with the Parks & Recreation Commission at their next meeting.
3. Proctor Avenue (County Road 33) No Parking Issue
Dick Corbin presented a map of Procor Avenue just north of CSAH 1. He indicated that he
has received complaints from the townhomes in the area that when events are held on the school
fields, parking along the roadway is causing traffic problems. He indicated there aze "no
parking" signs along the east side of the road and the County is interested in putting "no
parking" along the west side of the road. The issue is what is the correct process for doing so.
After discussion, it was determined that Rhonda would write Terry a letter indicating the
County's desire to post a portion of Proctor Avenue "no parking". Terry would then forward it
on to the City Council and ask them to adopt a resolution limiting parking along this pomon of
the roadway. Once that is passed, the County will sign that portion of Proctor Avenue
appropriately.
4. Twin Lakes Road/Tyler Street
Dick indicated to Terry that there has been a problem with the development of Twin Lakes
Estates and the realignment of Tyler Street. There previously was a bypass lane for northeast-
headedtraffic on CSAH 13 near the Christian Academy. When Twin Lakes Estates was
constructed, they were required to build a right turn lane off of northeast-bound CSAH 13 into
their development. The previously mentioned bypass lane and right turn lane essentially meet up
with each other, causing difficulty in the motoring public's understanding of the lane striping.
The County is proposing to eliminate the bypass lane by the Christian Academy by restriping just
a shoulder line. This will more clearly identify the right turn lane into Twin Lakes Estates. Terry
concurred with the County's plan of action.
5. VanDenBerg Driveway on CSAH 12
Dick presented Terry a copy of a letter written by Terry back on November 30, 2004 in response
to a Dick Corbin letter dated October 29, 2004. Terry's letter was addressed to Mr. VanDenBerg
indicating that the County wanted his old driveway eliminated from CSAH 12. The driveway is
no longer in use and is causing erosion problems out onto the County road. Dick indicated that
nothing has been done since the date of this letter. Terry indicated that he would contact Mr.
VanDenBerg directly and remind him of the need to address this issue.
6. Kingdom Estates Second Addition
Terry indicated to Rhonda and Dick that there is some concern regarding the Count}~s letter and
requirements for right turn lane and bypass lane, along with land acquisition to construct these
facilities for Kingdom Estates Second Addition. Terry provided Rhonda and Dick a copy of an

email from Mayor Klinzing to Michele McPherson, Director of Planning, regarding this issue.
Terry asked Rhonda and Dick to pull out any information from their files that they would have,
supporting their position and also asked them to provide any background information that
would support their feeling that the County has a right to ask for such improvements to the
County road system for developments that have no frontage on the County road. Terry
indicated that this will be an issue when this plat is considered by the City Council on August 15,
2005. Dick indicated that he would pull out the information in the next week or so and provide
it to Terry for inclusion in the City Council packet when this issue is presented.
7. Cotmty Road 33/77 Realignment
Rhonda indicated that she had received Terry's letter of July 11, 2005 regarding the County
Road 33/77 Federal project that the County is planning to undertake in the next year or so.
The issue that the letter addressed was land acquisition for this improvement along County
Road 33 west of the Great Northern Trad. Terry's letter indicated that he did not feel that
this portion of the project was federally funded in the 2006 STIP and for this reason and the
fact that the City had just been notified of this issue, the City would not be funding any land
acquisition for the Cotmty reconstruction project. Rhonda indicated to Terry that she had
spoken with Steve Voss of MnDOT after receiving the letter and had received assurance
from him that the description of the project limits in the STIP was incon-ect and that the
County could spend Federal funds on the entire length of the project. Terry indicated that
because of the late notice, they had not planned for nor budgeted any funds to pay for right-
of-way acquisition. Rhonda indicated that she was still planning to go forward with land
acquisition and asked whether or not the City would be willing to pay for the land
acquisition at some future date after having an opportunity to budget for the amount. Terry
suggested that this item should be put on the next meeting of the Transportation Committee
including the elected officials.
Terry did ask Rhonda when she thought the roadways would be back open to the public.
Rhonda indicated that it would be some time in 2007.
8. Next Meeting
Terry and Rhonda discussed what would be an appropriate day and time to change the
quarterly meeting to with the elected officials, so that Brian Bensen, County Adrnuiistrator,
can attend. Brian has a standing meeting on the fourth Tuesday of each month which causes
difficulty in getting to the quarterly meetings. It was concluded that both Rhonda and Terry
would check with their respective elected officials to detemuue whether or not the fourth
Monday at 3:30 p.m. would work for the parties. If so, the next meeting with elected
officials would be Monday, August 22, 2005 at 3:30 p.m. at Elk River City Hall.
