PRSR 10-12-2005Item # 13.3.A. rover MEMORANDUM TO: Parks and Recreation Commission FROM: Bill Maertz, Parks and Recreation Director DATE: October 5, 2005 SUBJECT: Consider Request to Pave Trail Connection in Park Point Development ITEM: Consider request to pave trail connection from Grant Cour[ to 175`h Avenue. BACKGROUND: As part of he plat for Kliever Park Point the City obtained an outlot connecting Grant Court to 175`h Avenue. No trail has been constructed and this outlot has a substantial grade change making it difficult to use for pedestrians. The homeowner adjacent to the outlot has requested that the City make the trail connection this year. Staff has received a quote from Universal Enterprises to do this as a change order to the park paving projects for 2005. The total cost is $19,808. This cost reflects the necessity of installing a 24" culvert to allow for stormwater drainage. In addition, the steep grade will require erosion control blanket. OPTIONS: • Install culvert, add fill, and pave trail connection, using park dedication funds. • Maintain existing grade and seed outlot to improve appearance of outlot. ACTION REQUESTED: Provide staff with direction as to whether this project is an appropriate use of park dedication funds. ATTACHMENTS: Price quote from Universal Enterprises Letter to the Mayor and City Council requesting that action betaken this year. Tn speaking with'Parks & Rec Director Bill Maertz, he confmned that it i s the city's responsibility and that the Outlot wa_s overlooked. Mr. r Maerta notified me that there is no money in the budget to develop the Outlot and put in the connecting walking path this year. He was very apologetic and suggested that 1 send a letter to you to see if we could get something done yet this year. Some of the problems that are occurring due to the undeveloped Outlot include weeds growing into adjacent lots; overgrowth of weeds is aesthetically displeasing and blocking fire hydrant; access to walking path fi+om Grant Court is denied; neighbots are using the Outlot for a dumping ground and leaving unused sod, cement, etc. We would greatly appreciate if you could reconsider your budget to help rectify the delay in develoging the Outlot. Mr. Maertz, has informed me that he is in the process of getting some quotes to acwmplish this development. Please let me know if you have further questions.
