Overview
The applicant is requesting to plat one 17.76-acre lot with two outlots.

Analysis
The proposed area is bound by Highway 10 to the west, 173' Avenue to the north and 171"
Avenue to the south. Of the five properties being platted, one contains a commercial
building and another contains a single family residence that will be removed and the
remaining three axe vacant.
These properties have not previously been platted, so as indicated in Section 30-327, they axe
not exempt from park dedication requirements and will require park dedication for the entire
17.67-acre lot Oudot-A and Oudot-B will require park dedication when they axe platted.
A recent example of this requirement is the Carson Business Centex, which consisted of
three metes and bounds described properties, one which contained a commercial building
and another contained a bill board. These three properties were combined into one plat
(Carson Business Centex) in which park dedication was paid fox the entire parcel.
The basic intent of park dedication is that all non-platted properties within the city pay their
one time share of dedication to fund the acquisition of ox improvements to the City's park
system.
Comprehensive Park Plan
The Comprehensive Paxk Plan does not indicate any park target area in the wider area. A
future trail is indicated on 171" Avenue. Staff recommends that this trail be located on the
south side of 171" Avenue. In addition, only approximately 75-feet of property of this plat
fronts 171" Avenue.
Natural Resource Inventory
The Natural Resource Inventory does not indicate any natural resources on the property.
Parks and Recreation Dedication Recommendation
Given the Comprehensive Park Plan, staff recommends that the Parks and Recreation
Commission recommend that park dedication be paid in the form of cash with the following
conditions:
1. Park dedication shall be in the form of cash at the commercial rate applicable
at the time of final plat approval.
2. Outlot-A and Outlot-B shall provide park dedication when platted.
