Dear Council Members:
As requested at the last City Council meeting, I have prepared the attached resolution which
rejects all of the bids for the installation of the traffic signal at the intersection of Trunk
Highway 169/197th Avenue. I have also attached, at the request of Council Member
Holmgren, the signal justification reports for this signal and the recently installed signal at
Trunk Highway 10 and Joplin Street. If you take the time to review these signal justification
reports, you will find that both signals were somewhat similar. Neither was justified by the
existing traffic at the intersection. The Trunk Highway 169/197th Avenue signal was justified
by the construction of the Menards facility, and the Trunk Highway 10 and Joplin signal was
justified by the strip mall and single family developments which were underway at the time
the report was prepared. Some commercial type developments that are anticipated within
the next two years were also used to justify the signal.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION REJECTING ALL BIDS IN THE MATTER OF THE
TH 169/197TH AVENUE IMPROVEMENT OF 1997
pursuant to Resolution 97-42, competitive bids were solicited and received
for the TH 169/197 Avenue improvement as set forth in the bid tabulation
attached hereto and incorporated herein by this reference; and
the City Council has considered the amount of the bids and the need for the
improvement at this time;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1. All bids for the TH 169/197th Avenue signal improvemems are hereby rejected; and
The City Administrator is authorized and directed to forthwith return to all bidders

PROJECT DESCRIPTION
Existing Conditions
The TH 169 and 197th Avenue NW intersection is located in the City of
Elk River, Minnesota (see Figure 1, Project Location). TH 169 is a north-south,
four-lane divided principal arterial roadway with a posted speed limit of 55 miles
per hour in this area. 197th Avenue NW is an east-west, two-lane roadway with
a posted speed limit of 30 miles per hour in the area. Unsignalized side-street
stop traffic control is currently provided at the subject intersection. Surrounding
land uses in this area are primarily retail and commercial and residential type
land uses, however, much of the land in this area is undeveloped.
Proposed Conditions
Proposed roadway geometric improvements to the 197th Avenue westbound
approach to TH 169 would include widening to provide one left turn only lane,
one through lane, and one right turn only lane. The proposed Evans Street will
form a T-intersection with 197th Avenue approximately 400 feet east of TH 169.
The proposed Evans Street will provide access to the proposed development
south of 197th Avenue. Roadway improvements planned for 197th Avenue west
of TH 169 include providing an exclusive left turn lane, and a combined
through/right (see Figure 2, Proposed Development Plan).
The proposed traffic control signal system at the TH 169 and 197th Avenue
intersection will be a full traffic actuated signal system with eight phase
operation. Protected left tum phasing will be provided on each approach to the
subject intersection. ·

The controller and cabinet will be provided by Mn/DOT with reimbursement by
the City. The City will be responsible for power costs for the signal, hardware
maintenance, street lights and painting, cleaning and relamping the system.

NEED FOR PROJECT/PROJECT DISCUSSION
The proposed traffic signal work described in this report is needed as part of the
roadway reconstruction at the TH 169 and 197th Avenue intersection and to
accommodate proposed future development that is expected to take place in this
area.
A proposed commercial/retail development is planned for the southwest
quadrant of the TH 169 and 197th Avenue intersection. The first phase of the
proposed development would include a 161,160 square foot Menard's retail
facility. Other specific tenants for the proposed development have not yet been
identified. Based on ITE trip generation estimates, it is expected that the
proposed Menard's development would generate over 500 additional trips during
the afternoon peak hour and over 4,900 vehicles daily.

DESIGN CRITERIA AND EXCEPTIONS
No design exceptions to Mn/DOT or AASHTO standards are required.
VII.
JUSTIFICATION
Traffic signal justification will be based on applying the applicable warrant(s) for
signal installation as outlined in the Minnesota Man~81 on Uniform Traffic Control
Devices (MMUTCD) and reconciling the roadway geometrics, proposed lane
usage, existing traffic volumes and planned changes in the area roadway
network with the requirements of the MMUTCD and sound traffic engineering
practice.
The signal warrants analysis is based on the assumptions shown below:

Based on April 1996 traffic counts for 197th Avenue, and previous data collected
by Mn/DOT for TH 169, the TH 169 and .197th AvenUe intersection does not
meet minimum/warrant requirements for traffic signal control.
In order to determine if the proposed Menard's development forecast volumes
would meet signal warrant requirements, hourly approach forecast volumes were
developed and a 16-hour warrants analysis completed. The proposed roadway.

It is concluded that on the basis of: (1) meeting Warrants 2, 8, 9 and 11; (2)
expected future increases in both site generated and through traffic, (3) to
accommodate the planned roadway improvements in this area, installation of
traffic signal control is justified at the TH 169 and 197th Avenue intersection in
the City of Elk River.
It is recommended that the proposed traffic signal system be installed concurrent
with the proposed 197th Avenue reconstruction so that the traffic signal will be in
place when the proposed Menard's development opens.

I. PROJECT DESCRIPTION
This report documents the warrant analysis and justification for signalization at the intersection
of T.H. 10 and Joplin Street/185th Avenue in Elk River, Minnesota. Exhibit 1 identifies the
intersection location on a local area map. T.H. 10 is a principal arterial that runs east/west thru
the City of Elk River. At this intersection, it will have four lanes in each direction: one left turn
lane, two thru lanes and one right turn lane. Joplin Street is a collector road that intersects T.H.
10 in a T-intersection from the south. On the northbound approach, it has one left turn lane, one
thru lane and one free right turn lane. As part of the proposed construction project, 185th Avenue
will be extended north to form the fourth leg of this intersection. It will continue to the west,
servicing as a north frontage road for T.H. 10 and providing land access to adjacent commercial
and residential properties. Its southbound approach lane configuration will consist of one left
turn/thru lane and one thru/right mm lane. Exhibit 2 shows the proposed intersection layout with
the fourth leg, 185th Avenue, in place.
Parking is not permitted on the three existing legs, and will not be allowed on 185th Avenue. The
T.H. 10 speed limit is 55 miles per hour in this area, and Joplin Street has a 30 mile per hour
speed limit. The three existing legs have center medians, as will 185th Avenue. The proposed
work includes installation of a permanent six phase traffic actuated traffic control signal system
with an advance warning flasher for eastbound approach traffic, wiring for future emergency
vehicle pre-emption, and conduit stub-outs from the equipment pad for possible future hard-wire
interconnect and phone line connection. As mentioned earlier, this work is proposed in
conjunction with the construction of 185th Avenue, which will form the fourth leg of the
intersection.
II. COST, FUNDING, AND MAINTENANCE
Latest Estimate: $100,000
The cost participation for the proposed signal work is 50 percent MnDOT and 50 percent City of
Elk River, as outlined in Traffic Control Agreement//7102-87. Power is to be supplied by the
City of Elk River. Maintenance of the traffic signal will be the responsibility of MnDOT.

IV. NEED FOR PROJECT/PROJECT DISCUSSION
The construction of a traffic signal at the intersection of T.H. 10 and Joplin Street/185th Avenue
is part of a roadway construction project that will add a fourth leg to an existing T-intersection.
The new fourth leg, 185th Avenue, will intersect from the north. Beyond its intersection with
T.H. 10, it will curve to the west and join the north T.H. 10 frontage road. Joplin Street was
extended to intersect with T.H. 10 in the past year. The purpose was to provide an outlet to
T.H. 10 for a new south frontage road and for residential areas further to the south.
A traffic signal is needed at this location primarily because of commercial development that is
underway, proposed, and anticipated along the T.H. 10 frontage roads. Developments presently
being constructed include a strip commercial center with a gas station/convenience store, a fast
food restaurant, and specialty retail, and a 30,000 square foot office building. To the south,
construction is underway on single family detached residential units and townhomes.
DevelOPment proposed or anticipated within the next two years includes two additional office
buildings and a fast food restaurant south of T.H. 10, and a senior housing facility and two
commercial lots north of T.H. 10. '~

No design exceptions to Mn/DOT or AASHTO standards are required.
VII. JUSTIFICATION
The subject intersection was studied with respect to the signal warrants outlined in the 1991
Minnesota Manual on Uniform Traffic Control Devices (MMUTCD).
A signal warrant analysis was done using projections of traffic volumes upon completion of
developments currently under construction. A second warrant analysis was done using volumes
representing projected traffic with development anticipated within the next two years. Both
analyses concentrated on Warrant Number 11, the Peak Hour Volume Warrant. Exhibit 3 shows
the results of both analyses in graphical form. As indicated in the exhibit, the combination of
T.H. 10 and cross-street high volume approach projected volumes plots above the line for two
intersecting roads each with two or more approach lanes. This is true for both analyses.
Further analysis was done with regard to 8-hour and 4-hour volumes. This was done by taking
the peak 8 hours of existing traffic and projecting the additional traffic due to the current and
anticipated development as a percentage of the peak hour volumes that were developed for the
analysis of Warrant 11.
This analysis showed that the intersection would meet Warrant Number 2, the Interruption of
Continuous Traffic Warrant, and Warrant 9, the Four-Hour Volume Warrant, at the time the
developments that are currently under construction are completed. In addition, Warrant Number

Table 2 is a summary of this analysis.
Additional issues that strengthen the justification of signalization of this intersection are discussed
below.
An accident problem does not currently exist; however, potential for accidents is likely to increase
as traffic volumes through the intersection increase. This is particularly true with the high-speed
(55 miles per hour speed limit) nature of traffic on T.H. 10. Although the analyses in this report
project traffic to be generated by development anticipated within the next two years, additional
development is expected beyond that two year window, especially along the south T.H. 10
frontage road.
The construction of 185th Avenue will change the existing T-intersection to a four-legged
intersection. This will increase the number of conflicting traffic movements in the intersection,
thereby increasing complexity and potential for safety concerns.
Installation of a traffic signal at this location could provide assistance to MnDOT in its efforts to
close other access points along T.H. 10. This could provide safety benefits that extend well
beyond the immediate vicinity of the T.H. 10/Joplin Streeff185th Avenue intersection.
Based on recent traffic counts and traffic projections for developments currently under

warranted on the basis of meeting Warrant Number 2, the Interruption of Continuous Traffic
Warrant; Warrant Number 8, the Combination of Warrants; Warrant Number 9, the Four-Hour
Volume Warrant; and Warrant Number 11, the Peak Hour Volume Warrant. Furthermore,
signalization is justified based on the operational considerations outlined above.
