Background
Elk River Holding, LLP has submitted a preliminary plat application for Liberty Heights
Estates, a 438 unit single family residential subdivision on the east side of Elk River, south of
County road 31 (Viking Boulevard) and east of County Road 40. The property includes
approximately 265 acres. Staff has asked that the actual acreage be verified.
The Paxk Commission, Planning Commission, and City Council provided some comments
and direction after reviewing the concept plan last winter. Now that official application has
been made, it is important that the Paxk Commission provide a recommendation relative to
the park requirements.
The property is not currently within the Urban Services district, but the developer has
petitioned to be. In exchange, the developer providing 30 acres to the city to be used a
future school grounds.
Analysis
The park dedication requirement fox the subject project is 10 percent of the non school land,
or 10% of 235 acres.
The plat proposal includes an approximate 10 acre park south of the proposed school
grounds, consistent with direction given during concept review. No other parks axe shown
on the property. A trail is to be provided along the perimeter of the wetland, with several
connections to adjacent streets.
During their review, the Planning Commission suggested that a 2 acre park be added to the
south side of the development, to serve this area of the development They also suggested
that a greenway traIl be added through blocks 4-8 to connect the two parks and break up the
long residential blocks.

Following Park Cotntnission direction, the Planning Commission is expected to review the
plat in October.
Recommendation
Staff recommends the Paxk Commission support the addition of a two acre pack on the
south side of the development, and the addition of a mid block trail through blocks 4-8.
