Overview
The subject property is located between the Elk River Country Club to the north and Nordic
Woods to the south with County Road 1 on the west and the Great Northern Trail to the
east.
The 47- acre property is heavily wooded with moderate topographic changes. The 1351ot
plat will have one access point off of County Road 1 and three other connections into
Nordic Woods. Sidewalks are being proposed on most streets with two trail connections to
the Great Northern Trail.

Analysis
Backgratmd
As the Commission may recall, the applicant brought several concepts before both the
Planning Commission and Park & Recreation Commission for review. The Planning
Commission was in favor of a concept that is similar to what is being proposed tonight. On
the other hand, it was the Park & Recreation Commission's preference to see an
approximately 200-foot buffer strip left along the Great Northern Trail.
The proposed plat has an approximate 85-foot wide buffer along the Great Northern Trail at
the northeast corner of the plat with another area that widens out to approximately 290-feet
at the southeast corner. Two trail connections are being proposed, one of which will need
to be designed and built, by the developer, to accommodate heavy vehicle access to the well
house adjacent to the property in the southeast corner. It should be noted that Elk River
Municipal Utilities did state that they have enough area west of the well house to build a
water tower if needed in the future.
Park Lcmd
The amount of park land that can be dedicated is 4.7-acres, the 10% allowed by the
ordinance. As the proposed project will be a Planned Unit Development, the applicant is
proposing to dedicate 6.9-acres (15%). Nordic Hills provided Outlot A as a trail connection.
Lot-2, Block-4, will need to be eliminated in order to construct a trail connection between
the subdivisions.
There is very little street frontage to the area in question, a criteria for determining the
acceptability of the parcel. In addition, the Commission expressed a desire to locate
amenities in the park. In order to do so, additional open space must be created as the
detention pond is located in the only flat, open space previously created by the utility
installation.
Trail Corridors
The trail comdor that is proposed in the northeast corner of the plat is 41-feet wide at the
narrowest and 58-feet wide at the widest. Staff recommends that the narrowest point be
widened to a m;mmum of 50-feet. This corridor shows a 10-foot trial to the Great Northern
Trail. The second trail corridor in the southeast portion will follow the easement that was
created with the utility installation and will need to support heavy vehicle traffic. As was
stated above, a third corridor needs to be provided between the two subdivisions.
Recommendation
The Commission needs to determine its priorities in regards to a recommendation for
dedication, as staff believes there are conflicting desires for the use of this park. The land
dedication exceeds the ordinance requirement. However, without additional tree clearing,
there does not appear to be a place for neighborhood play equipment. The Commission

needs to determine if there is a way to achieve a buffer for the Great Northern Trail and still
provide for a neighborhood park.

Sec. 30-327. Dedication of land or contribution of cash for public purpose.
(h) Criteria for determining suitability of land. The suitability of land proposed to be
dedicated for park and recreational purposes shall be determined by reference to the
following criteria:
(1) Whether the land is reasonably located and suited for its intended use.
(2) Whether the land has frontage on public or private roads as determined by the city.
(3) Size, shape, topography, geology, hydrology, tree cover, access, and location.
(4) Consistency with the goals and objectives of the master park and recreation plan.
(i) Improvements to dedicated land. As part of the subdivision or plat approval, the
tract owner shall be responsible for making certain improvements to land dedicated for park,
trail and public open space purposes, including, but not limited to, fuush grading, ground
cover, construction of trails and clearly identifying park and trail boundaries with city-
approved markers.
(j) Credit for construction of recreational facilities. Park dedication credit shall not be
granted for the construction of recreational facilities unless specifically approved by the city
council. The submission for review by staff and the park and recreation commission shall
include an estimate of installation costs, equipment specifications and a site plan. The park
and recreation commission shall review such improvements for appropriateness with the
park and trail master plan.
(k) Consultation by developer with city staff. As part of the application procedure at the
time of submitting the preliminary plat, the tract owner is encouraged to confer with city
staff and the park and recreation commission to secure a recommendation as to the location
of any property that should be dedicated to the public for park and recreation purposes.
(1) Survey required. As part of any park dedication of land, a survey at a scale of one
inch equals 50 feet shall be provided with topographic data, based on city datum, including
contours at vertical intervals of at least two feet, watercourses, wetlands, marshes, rock
outcrops, easements, utilities and vegetative data. This data shall also be provided in a format
which is readable by Arc ViewTM GIS. Portions of any property dedicated to the public for
park and recreation purposes to be used for borrow and fill activities elsewhere in the
development shall be clearly identified.
