This Capital Improvements Budget is an attempt to project outward ten years into the future, projected revenue and expenditures for park system development. The ten-year CIP is updated annually with actual revenues and expenses in order to see the impact on the ultimate balance in the Park Dedication Fund. The projects listed in the Capital Improvements Budget are based on the park development tracking forms developed in 1998 and 1999. Each park has a park development tracking form, which is based on an approved park development plan. Park development plans have been typically developed with assistance by affected neighborhoods and approved by the Park and Recreation Commission. These park development tracking forms were last reviewed by a subcommittee of the Commission in 2002. The subcommittee identified that priority of time for projects to be completed and those have been translated into estimated times in the Capital Improvements Budget. Memo to Park &Rec Commission Febniary 11, 2004 Page 2 In recent years, however, projects have been added that have not been identified in the CIP Budget: the Fresno playground, completed in 2002 and the Highlands West playground, which was in the budget for 2005 and completed in 2003. Items not included in the ten year CII' are funds for future land acquisition or unidentified park development. There are number of parks for which park development plans have not been developed. Examples of those parks include Outlot K of Trott Brook Farms, Kliever Lake Fields, Oxbow Park, Royal Valley Park, etc. The CIP does not extend beyond 2010. It is anticipated that as we complete work on the Park Master Plan, the CII' Budget will be more fully fleshed out to reflect the goals and objectives identified in the Master Park Plan. Hopefully, these two tasks can be completed prior to or at the time the Park and Recreation Director is hired in July. Request by Highlands West Neighbors to Complete Highlands West and East Parks The original Highlands West/East Park plan was completed in 1998. At that time the original park plan had located all of the park amenities on the east side of Auburn Street in what was previously Hillside 5~'. The neighbors on the east side of Auburn Street objected to the location of the parkin this area, as it was adjacent to their homes. Park development plans were shelved as a result of the opposition. Maintenance activities such as dead tree removal and the treatment of Oak Wilt were the only developments that occurred within the park. In early 2003, the City received a petition from neighbors in the Hillside development requesting development of a park. The City did not have land on the west side of Auburn Street until the developer final platted Hillside 8`h. As the Commission is aware, staff held a neighborhood walk-through and prepared the final plan of Highlands West Park in which the built amenities previously identified for Highlands East were located on the west side of Auburn Street. The overall plan for Highlands East and West Park included a playground, landscaping and screening, afull-court basketball court, and a series of paved and woodchip trails with the potential for prairie or native landscape restoration within the overhead power line corridor. The neighborhood has requested continuation of the development of Highlands West and East Park. This would include the construction of the basketball. Based on past experience, we estimate afull-court basketball court to cost approximately $10,000. This would include grading, sub-base and paving, and the installation of the hoops. We will be working on two park paving projects, and assessable overlays this year. The basketball court could be included with these projects, which may lower the cost somewhat. There is some potential flexibility in the approved 2004 Budget to include this improvement into this year's activities, if that is the Commission's desire. Annually, $10,000 is budget for unimproved park developments. We could exchange this item for the basketball court. I believe that the installation of additional trails needs to occur in a thoughtful process. There is approximately 33001ineal feet of paved trail at $10 per lineal foot which will be a potential budget item of $33,000. There are several topographic challenges in the west, which may make constructing a trail difficult, if not impossible. Hence, staff would not recommend including trail construction in the 2004 budget due to the cost and the time which should be taken to layout and construct the trails. Recommendation Staff will review the attached information during the meeting and would request direction on including the Highlands West basketball court in the 2004 Park CII' Budget. We do need to revisit what was agreed with the Hillside folks. If we find that we did lead them to believe that more development would take place this year in Highland East/West, we can always recommend an amended budget to the Council. My major concern is that we put in place now the capital improvements approval process that we wish to operate with for 2005 and beyond. AsPaul says, we need criteria by which to evaluate proects. We also need a better handle on what level of funds we are operating with. In addition, we need tc have some criteria that builds the fund while leaving Council/Commission realistic funds to accompish development and land acquisition. Finally, the Commission needs ample lead time to think through Capital improvement recommendations to the Council. At a bare minimum, for the 2005 process, we need the types of information that staff provided at our January meeting plus time to adequate review the information to check for red flags and gaps. This year, there was too much information and too little reflection time to make the decisions that the Commission would feel comfortable with. I suggest that at our Feb or March meeting, we agree as to the process we will follow per 2005 Capital Improvement Budget recommendations, plus specify the information that we need, with the further understanding that we would receive said information -say in November and take final action in January. Mississippi Oaks has two parks, Windsor Park III edition park was completed before the first house was sold. I'm sure there's good reasons for this, but this does nothing to address the fact that many in this neighborhood have waited at least 9 years for the completion of a park. I'm aware of the fact the residents share some blame because of our inability to agree on a park location. However, now that we have agreement I find it hard to believe we are not going to finish what we've started, sooner rather than later. I hope this issue can be resolved without having to rally the neighbors and petition the City of Elk River Park and Recreation Commission in the same manner as 2003. Land Use Cases: Scott Breuer Concept Plan Park Planner Chris Leeseberg gave an overview of the three concepts Scott Breuer presented at the September 9, 2003 Planning Commission meeting. The original Concept A (140-unit PUD) was again preferred by the Planning Commission, yet again was not preferred by the Park and Recreation Commission. There was discussion as to why the Planning Commission wanted the original 140-unit PUD. The Park and Recreation Commission is still looking for an approximately 200-foot wide buffer between the homes of the proposed plat and the Great Northern Trail. The Commission preferred the thought /idea behind Option B, as it began to provide this desired buffer. The Commission also discussed possibly of purchasing additional land, if the applicant was willing, to obtain this buffer. Option C was not preferred by either of the commissions or the developer. The Park and Recreation Commission gave staff direction to let the developer know they preferred Option B with some additional modifications to obtain the buffer, and that they maybe willing to purchase some land to obtain it. 9.C.1. Park/Trail Development Issues: October Park Tour Commission decided to visit the following parks on their parktour Wednesday, October 8, 2003: Starting with the Youth Athletic Complex then Trott Brook Park, Htghlands East and West and if there is enough light, Royal Valley. The tour will depart promptly at Spm from Lions Park Center and will return to Lions Park Center and have a barbeque. 10. Pazk Dedication Fund Balance Park & Recreation Commission Minutes May 14, 2003 Page 2 Chair Peterson opened the public hearing Dave Burandt, 19118 Tyler Street, stated that his property is adjacent to the proposed park and he is concerned about what type of fence, if any, will be constructed around the park because he has cows. He also questioned what type of water table the citywill maintain in the park. Chair Peterson stated that the city does not nomtally construct fences around. citypazks. Ms. McPherson explained that Mr. Burandt's situation is unique in that his property is used for agricultural purposes and that the city does not nom~ally construct fences around city parks; but in this case the Commission may want to consider either constructing a fence or completing a joint fencing project with Mr. Burandt. Ms. McPherson also stated that it is not the intention of the cityto disrupt the current water table on Mr. Burandt's property. Jack Ellis, 11094 190 Avenue NW, stated that he would like the playground to be positioned in a central location in the pazk Mr. Ellis also stated that he believed that this park would be part of the larger city trail system. Commissioner Anderson stated that it will be part of a larger trail system in the future. Commissioner Anderson requested that the concept plan map reflect the future connection. Barb Burandt, 19118 Tyler Street, stated that she likes the idea of the walking trail so people can enjoythe wildlife and the beautiful scenery Ms. Btuandt also stated that some sort offence would need to be constructed between her property and the park becatue of the agricultural uses of the adjacent property. Chair Peterson closed the public hearing Ms. McPherson indicated that she will add this park to the June or July park tour schedule so all of the Conunissioners have a chance to view the location. It was the consensus of the Commission that they liked a combination of options B and G It was discussed that the playground should be lefr out of the concept plan at this time and be discussed at a later date. Staff will put together a final plan and bring it back before the Commission. 6.B. Approve Hrghlands East/West Park Plan Michele McPherson stated that per the Commission and Council direction, staff met with neighborhood representatives on Friday, April 18, 2003, to discuss the overall park concept plan for Hrghlands East/West Parks. The group walked the west half of the East Park area and the east half of the West Park area to determine the best location for an active play area. It was agreed that the best location for an active play area is the easterly portion of Highlands West. Staff has met with a representative from Earl F. Anderson to determine components for the playground. Ms. McPherson indicated tkrat the Council is concerned with the location of the playground structure in relation to the overhead power line comdors. Ms. McPherson stated that staff believes the distance from the playground equipment to the power line comdor is sufficient. Chair Peterson opened the public hearing Pads &Reaeation Commission Minutes May 14, 2003 Page 3 David Badger, 19495 Auburn Street, thanked the Commission for bringing this item back into consideration and for letting neighbors be a part of the planning process. Mr. Badger stated that he believes that some people are against parks because of the negative information they hear about parks (ie:, crime). Mr. Badger suggested that the Commission provide statistics or infomlation supporting the benefits of pazks in neighborhoods to citizens. Chair Peterson closed the public hearing. Park Developmem Progress Report Park Foreman Terry Bye stated that Public Works has been working on the skate area at Lions Park The soil corrections will be stared after Memorial Day. Public Works is working with Elk River Youth Baseball to construct batting cages at YAC. Mr. Bye stated that Youth Baseball got quotes on the fence and it should be started soon. The Commission viewed a short video on the construction of the concession stand at YAC 8. C1tyRecreationUpdate Recreation Manager Michele Bergh stated that the final summer program guide is currently at the printer and will be delivered to the schools at the end of May to go home with the students. The program will be delivered to Elk River residents the fast Wednesday of June. Ms. Bergh stated that Recreation is offering many new programs this summer and is also working on many new partnerships with several organizations for summer activities. Ms. Bergh also pointed out the many partnerships currently in place for recreation programs. Recreation received about 30 applications for summer employment and they have about 15 new positions. Many of the applicanu have excellent skills and references. Interviews will take a few weeks and Ms. Bergh stated they will be making decisions by May 20. 9.A.1. Community Events:Sk8ERUpdate Recreation Manager Michele Bergh presented the skate park plan to the Commission. Members of the SkBER group were in attendance and explained the history of skateboarding and rollerblading, the different phases of the project, and how the current design came about. Ms. Bergh explained that the total cost for phase 1 of the skatepazk is approximately $35,000.00 and the SkBER group is working on the fundraising for this project. Approximately 10 neighbors were in attendance, the majority from east of Auburn Street, and one representing west of Aubum Street. The group walked the west half of the East Park area and the east half of the West Park area to detetnune the best location for an active play area. It was agreed that the best location for an active play area (playground and full court basketball) is the easterly portion of Highlands West. There is an existing curb opening for a street connection in this area, which can be used to the City's advantage for the creation of a small parking area (2-3 cars). A berm can be created to buffer the adjacent residential home from the playground structtu-e and basketball court. The attached layout indicates the revised park concept plan. Highlands East would have walking trails and native plant community restorations. Staff met with Dave Coven of Earl F. Anderson on Friday, April 25, 2003 to determine the components for the playground area. The playground will include a playground area servicing ages 5-12, a track slide, atree-shaped climbing structure, and traditional swings. Photos of these elements will be provided at the May meeting. The Conmussion will be asked to endorse the attached plan and the City Council has asked to review and approve the plan, as well. The Council is concerned with the location of the Highlands EasHWest Park Plan Approval Park and Recreation Commission May 14, 2003 Page 2 playground structure in relation to the overhead power line corridors. If the park plan is approved by the Comrnission and the City Council, the final playground plan will be presented to the Commission at the June meeting and equipment can be ordered at the end of June. Recommendation Staff recommends that the Park and Recreation Commission endorse the revised Highlands East/West Park plan and recommend that the Ciry Council approve the same. Wall9rtg paths will connect the two halves of the park and, where appropriate, native plant restoration will occur throughout the park The native plant restoration, however, will be a long-term park development project. The 2003 Park Capital Improvements Budget includes $50,000 for construction of a playground at I-Iighlands East/West Park The playground proposed in the plan totals approximately $33,000 in equipment (swings, 5-12 age play structure, climbing apparatus and track slide). The remaining $17,000 will be used for concrete curbing, landing material, and paving of the pathways to the playground area, as noted on the plan. In addition, the Catywill install benches. The Commission also recommended names for recently or soon to be acquired parks. Neighborhood Meeting with Hillside Estates Residents Per the Council's direction at the January 22, 2003 City Council meeting, the Park and Recreation Commission conducted a neighborhood meeting with residents in Hillside Estates regarding the development of Highlands East Park (formerly Hillside 5'h). As in 1998, the neighbors adjacent to the north line of the park were opposed to any development other than trails, both paved and chip. They cited the size and location of the pond and the presence of wildlife as reasons to oppose the proposed playground and basketball court. They also did not want to be supervising other people's children. They were not however, opposed to park facilities in their neighborhood. They preferred that they be located in Highlands West Park, or closer to Auburn Street where the local police can monitor them; they were concerned about illegal activities occurring due to the secluded location of the proposed facilities. It was the consensus of the Commission and those present that a small group of residents, along with staff and members of the Commission should to work together to come up with Memo to Mayer and Gty Council February 18, 2002 Page 2 an overall park master plan for Highlands East and West so that they may work in concert with each other. Staff will assemble existing information regarding both parks and work with the developer to have the westerly park staked so that a site visit can occur with residents that are willing to work on this project. Staff will organize a meeting of residents and Commission members sometime in April, with a concept plan to be developed and submitted for review by the Commission in May. The Commission did, however, earmark monies for park development purposes in this area for 2003. Proposed 2003 Capital Improvements Expenditures Staff and the Commission have identified the attached expenditures for the 2003 CII' budget. The Council should note that the expenses identified as part of the CIP budget are not affected by the general fund impacts due to the State deficit. The Park Dedication Fund is statutorily restricted and can only be used for park development purposes. The total proposed expenditures for 2003 are $200,070. There may be an opportunity to reduce this overall expenditure if the Lions organization were to provide a donation to the skate park concrete and if in-house staff can be used to complete the interior finish work for the Trott Brook Barn. The estimated revenues for 2003 were projected to be $350,000. Staff and the Commission feel that this amount can be reached: Elk River Station will be filing their fmal plat and Riverside Development is proposing to submit the final plat for Hillside 8~' Addition, and is interested in prepaying park dedication in addition to deeding the land for Highlands West Park. Land for the West portion of the park will not be deeded to the Gty until the developer's final plat is approved for Hillside 8th. At the January 2003 Park and Recreation meeting, the Commission received a new petition in favor of a park in the area. Ms. McPherson explained that no plan is set in stone and that the Comnvssion would like to collect input from the residents as to what they would like to see for a park stair Peterson opened the public hearing. Leesa Gilliam, 11018 196 Avenue NW- stated that she was part of the 1998 petition in opposition to the park plan that was proposed for the east site. Ms. Gilliam stated that she would like to see the site remain somewhat natural so as to not disturb the wildlife in the area. She also has concerns about the large pond on the site and about the lack of parking areas for amenities such as a basketball court or playground. Ms. Gilliam would be in favor of trails and. possible picnic areas. The Commission was asked what type of pazking is normally provided for parks. Ms. McPherson stated that normallythe Caty does not plan for parking azeas in neighborhood parks because the streets are normally wide enough to handle light parking. It was also stated that this type of neighborhood park is not meant to be used by everyone in the City, it is meant to be used bythe neighborhood; therefore, most of the traffic should be walking and biking to the park Paul Craven, 11042 196 Avenue NW -stated that he has issues about the safety and security of the park He stated that the park on the east side would not be visible from the road and he is concerned about the crime that could take place. He believes that the residents who live neaz the park would be the ones who would end up policing the area. He is in favor of the trails but is opposed to having playground equipment on the east side; he believes the playground equipment would be best suited on the west side. Kathy Straus, 11204195 Avenue NW -stated that she is in favor of having playground equipment for a park She doesn't believe that parking would be an issue because she believes people would walk to the park She doesn't have a preference if the park goes in on the east or west side but she would like to see something done soon. Chair Peterson stated that the Commission will work with the residents to get a park that can please the majority of neighbors. Chair Peterson informed the residents present that he would like to see them work together to compromise on a park plan. Coxntnissioner Kuester stated that he was present when the 1998 petition was presented and he believes this proposed park plan is a compromise of the plans and input that was submitted at that time. Cluis Haugen, 19366 Auburn Street NW -stated that he was in favor of a park in 1998 and he is in favor of a park now. He explained that the neighborhood already has traffic concerns that have been addressed and he would not like to see more traffic added. He also suggested maybe the area neaz the pond could be used for a sliding hill. Chuck Gilliam, 11018196 Avenue NW -stated that he is a teen on the new Teen Advisory Commission working with the communityto create activities for teenagers. He believes that teenagers in the area need more activities. David Badger, 19495 Auburn Street NW - he stated that he agrees with what he has heazd so far. He is excited about the opporttmityto make this park happen. Richard Fischer, 19664 Zane Street - he stated that the proposed park azea on the Highlands West side is too far back from the road. He would like to see park amenities of some son as soon as possible. Chair Peterson closed the public hearing. --- -- Michele McPherson suggested that staff and the Comrnission take the input from the residents and pull together some maps, aerial photos, and topographic infom~ation and come back in Maywith some ideas for a new plan. Ms. McPherson also asked the residenu to volunteer if they would be interested in working with staff to brainstorm ideas for a concept plan. There is $50,000 in the 2003 Capital Improvement Plan budget for park amenities for the entire Highlands Park project. Park Development Progress Report TerryByE, Park Foreman, stated that the Public Works Department continues to maintain the ice rinks. The attendance at the rinks has been down due to the extremely cold weather. Public Works has stared making 20 new picnic tables for placement in City Parks. Mr. Bye also stated that he and Lead Building Inspector Teny Zajac have assigned addresses for all of the Gty parks. Park signs with addresses will be made for each park. 8. City Recreation Update Recreation Manager Michele Bergh stated that the Facility Subcommittee, which is comprised of three Park and Recreation Commissioners, two City Councilmembexs, and staff, has been meeting to discuss field, park, and shelter fees and policies. The subcommittee hopes to have a recommendation for the Cormnission in April. The Wellness Committee held a kickoff event in Januarythat about 35 employees attended. Every employee received a folder with valuable information about the programs being offered as well as infomzation to help them get started towards a more healthy lifestyle. "Women on Weights" is an exercise program offered twice a month for female employee in the wellness room at City Hall. Ms. Bergh also stated that she has seen an increase in the number of employees participating in the recreation programs since discounts have been offered as part of the employee benefit program. The Commission hopes to generate some revenue by putting cell phone antennas on the water tower. The Commission reviewed the feasibility study for 4`h Street, Boston Street, and Concord Street. They also completed a performance review for the Utilities General Manager. 4.2. NCDA Update Senior Planner Scott Harlicker provided the Council with an update of the January 9, 2003 NCDA meeting. 4.3. Park and Recreation Commission Update Director of Planning Michele McPherson provided an update of the Park and Recreation Commission meeting of January 8, 2003. Ms. McPherson stated that the city received letters of resignation from Park and Recreation Commissioners Tim Sladek and Tom DeWall. COUNCILMEMBER TVEITE MOVED TO ACCEPT THE LETTERS OF RESIGNATION WITH REGRET FROM COMMISSIONERS TIM SLADEK AND TOM DEWALL. COUNCILMEMBER KUESTER SECONDED THE MOTION. THE MOTION CARRIED 5-0. Ms. McPherson stated that residents living near Highlands East Park have petitioned the city to develop the park with playground equipment. She stated that development plans had been halted in the past due to residents that were opposed to the development of the park. Ms. McPherson recommended the city determine the interest of the whole neighborhood. COUNCILMEMBER TVEITE MOVED TO DIRECT THE PARK AND RECREATION COMMISSION TO CONDUCT A NEIGHBORHOOD MEETING REGARDING THE DEVELOPMENT OF HIGHLANDS EAST PARK. COUNCILMEMBER KUESTER SECONDED THE MOTION. THE MOTION CARRIED 5-0. Ms. McPherson reviewed the Lions Park Master Plan. She outlined three options for the layout of park amenities. She discussed the concerns and comments of the Park and Recreation Commission and the Lions Club. Ms. McPherson reviewed the proposed development of a skate park at Lions Park. She stated that the street department could contribute $24,000 in labor by hauling fill material to the skate park site. She stated that the skateboarders would be responsible for acquiring funds of approximately $35,000 for equipment in the skate park. The total skate park project, including city labor but not any purchase of fill materials, is estimated at $128,500. Councilmember Motin stated that he favors both the Hillside East and Lions Park projects but is concerned about their timing due to the state budget deficit, which may also affect the city's budget. January 28, 2003 Planning Csrmmission Meeting Cormnissioner Kuester will attend the January 28, 2003 Planning Commission meeting. 5. en Mike Kathy Straus, 11204 195 Ave NW, presented the Commission with a petition signed by over 50 people stating that they would like the Iirghlands East Park (formerlyFlillside 5~h) developed. They would like the park to be completed in the spring or summer of 2003. Ckrair Peterson stated that previously when plans to develop the park were presented, residents came forward with a petition for the Commission to not develop the park. The Park &ReQeanon Commission Minu[es January 8, 2003 Page 2 Commission will accept the petition and provide it to the Gty Council at their January 21 update to the Council. Ms. McPherson stated that a new neighborhood meeting will have to be held before plans for the park can proceed. This will allow new residents to see the set of plans that are in place f or this park and to make any adjustments to it. It will also allow the residents that were previously not in favor of the park being developed to voice their concerns. If the Council approves the park plans, money could be set aside in the 2003 Capital Improvement Plan budget for the pazk The Commission agreed to hold a neighborhood meeting for this issue at the Febniazy meeting. 6. Neighborhood Meetings/Discussions: None PazkDevelooment Proeress Report: TerrvB Park Foreman Terry Bye stated that due to the lack of snowfall, the Public Works Department has had time to complete other projects. Mr. ByE stated that many dead and nuisance trees have been trimmed and/or removed from Woodland Trails, Camp Cozy, and from behind the bam at Trot[ Brook Public Works has also been removing tree houses from City parks. Public Works continues to flood and maintain the ice rinks. Mr. ByE indicated that the tumour at the rinks has been great. GrvRecreation Update The Recreation Department's fast yEar as an official City department was 2002. Tlu-oughout the year they had approximately 8,300 registrations, compared to 7,500 in 2001 for Elk River programs under the Joint Power Agreement. In November 2002, Recreation implemented an adult U Pass wellness program. This program has been a great success and allows adults to attend classes at their convenience. Begiruiirrg in 2003, City employees who work at least 20 hotus a week on a regulaz basis as defined bythe employee manual aze able to participate in all adult wellness programs offered by the Recreation Department at a discounted rate of one-half of the resident fee. This will encourage employees to participate in the Recreation programs as part of the opportunities offered by the Wellness Committee. The Wellness Committee was formed a couple of months ago to help promote health and wellness for all employees and to get employees involved. A kickoff event will be held later this month and some of the other items scheduled are: fimess consultations, brown bag seminars on nutrition and stress, a walking program, a blood drive, Relay for Life team, and much more. Registration has begun for the annual ice show at the Arena. The theme this yEaz is Beauty and the Beast. Approximately 90 participants have attended in past yeazs, and the same number is expected this year.
