5. Review Architects proposals for Arena expansion
Attached are proposals from three Architects, H.T.G. Architects, 292 Design Group,
and S.J.A. Architects. All three companies' references are quite impressive and
include projects of our magnitude and beyond. In each of their proposals the three
companies include a design process, the design process gives us the opportunity to
express our needs and wants and allows us an opportunity to review rough drawings
and make changes before the conceptual designs are drawn. During the design
process I believe it will be very critical to work diligently with the Architect so that
the outcome of conceptual design gives us a building that operates efficiently and
truly fits the needs for our customers now and in future yeaxs.
. Once the conceptual designs are completed a cost estimation of the project will be
developed and a final report along with the cost estimations will be presented to the
Commission.
You will notice that there is a flux in costs between each Architect; however there are
some offerings that each one of the firms has that may be beneficial to the project that
maybe very helpful to the project as it progresses.
As I said in the first paragraph, each Architect firm has some impressive (Arena)
projects that they have been involved with. After reviewing each one of their
portfolios I believe that any of these companies would work well for the Arena
Expansion.
Dehumidification in the Barn is needed to keep the building dry so that the building
does not rust from the inside out. Over the years there are signs that this has accrued
and needs to be addressed.
Most repairs to equipment are made in the Zamboni room where it is wet and is not
very spacious or in the small maintenance room located by the Olympic locker rooms.
Both areas are not very efficient, the Zamboni room is usually very busy and is not
designed as a working area. The lane that is used to get from one rink to the other is a
one-way lane, which makes it impossible to work on one machine without affecting
the resurfacing schedule. There are many pieces of equipment that are stored within
the public reach or in an area where it's not just advantageous to the operations of the
Arena. An area where equipment can be brought to for repairs and where tools and
equipment can be stored would make the operations of the Arena more efficient and
safer.
In 1987 the Montreal Protocol came to be, 190 nations agreed to phase out HCFCs
that damage the ozone layer. Attached is a brochure from the EPA (Environmental
Protection Agency) explaining the process for the phase out dates. From what I
understand, there is nothing in any of the phase out dates that says that the use of R -
22 refrigerants is prohibited, however as each date approaches it does restrict the
manufacturing of R - 22 and any new equipment that would use the refrigerant. As
each date approaches the cost per pound of the refrigerant will rise, a few years ago
the cost per pound of R - 22 was about $2.00 - $3.00 a pound. Already the price has
tripled; I wouldn't be surprised to see a pound of R - 22 selling at $15.00 - $25.00 per
pound.
The refrigeration systems we have for both rinks use R - 22 as the refrigerant. The
small (the Bam) has a charge of about 5,000 and about 6,200 pounds for the Olympic.
Both systems are very reliable and are in very good shape, however they are thirty
plus years old and like any piece of equipment maintenance is sometimes not enough
to avoid a major issue. I believe with continue service to the equipment the
equipment could run indefinite, however if an expansion is to take place in the near
future the replacement of this equipment should be strongly considered.
There are other items to be considered as well, high school locker rooms, bigger
lobby, and work out area for figure skaters, however these items are the most
important when it comes to the operations of the Arena.
To finance the conceptual drawings there is about $8,900.00 in the ticket surcharge
balance with an estimated $4,000.00 to be collected from next fall games. I will have
an updated account of the surcharge account at the meeting.
