Request
Solid Rock Church is requesting a general planning permit for a temporary
use on Outlot A of the Brentwood subdivision in order to hold nightly tent
revival meetings.

Overview
Solid Rock Church is proposing to hold nightly tent revival meetings for 13
days, from July 27 through August 8, 1997. The location of the proposed
revival meetings is a vacant, 18 acre parcel located at the southwest corner of
197th Avenue and Highway 169, directly across Irving Street from Solid Rock
Church. The property is owned by the church.
The meetings are scheduled to begin at 6:30 p.m. and end at 10:00 p.m. The
church is estimating approximately 300 people per night. The church has

held similar revival meetings in the past at this site. On July 17, 1995, the
City Council approved a permit for the church to hold revival meetings from
August I through August 17, 1995. A review of city records did not show any
complaints filed relating to those meetings.
Site plan
The church is proposing to place a 70' X 100' tent on the site. The tent will be
located near the center of the site. Parking will be located on the northern
end of the property with two points of access. The parking area will be
unimproved, approximately 300' X 300' ( 90,000 s.f.) and should be adequate
to meet the parking needs of this event. An entrance is proposed off of 197th
and an exit is proposed on to Irving Street. Because of the proximity to the
Highway 169/197th Avenue intersection, it is recommended that the access
on 197th be exit only and the entrance should be on Irving Street. It is also
recommended that the parking area be defined and the boundaries
delineated by rope or some other material.
The church is proposing some site preparation work such as minor grading
and cutting of brush and grass.
Fire and building code review
In order to ensure that the building and fire codes are met, the applicant
should provide a layout of the tent to the Fire Chief and the Building Official
for their review prior to the site being use for the revival meetings.
Recommendation
Staff recommends approval of the request by Solid Rock Church to hold tent
revival meetings with the following conditions:
THE PARKING AREA BE DEFINED WITH ROPE OR OTHER MATERIAL TO DELINEATE THE
BOUNDARIES OF THE PARKING AREA.
THE FIRE CHIEF AND BUILDING OFFICIAL REVIEW THE LAYOUT TO ENSURE
COMPLIANCE WITH BUILDING AND FIRE CODES.
ENTRANCE TO THE SITE BE FROM IRVING STREET AND THE EXIT BE ON TO 197TH
AVENUE AND THE ACCESS POINTS BE SIGNED ENTRANCE AND EXIT ONLY.
4. THE REVIVAL MEETINGS END BY 10:00 P.M.
THE DISTURBED AREAS SHALL BE RESTORED AFTER THE REVIVAL MEETINGS ARE
FINISHED.

Hello! I'm writing this letter in regards to Solid Rock Church holding a two week tent revival
meeting on Outlot A of the Brentwood Subdivision.
Our plan is to hold nightly meetings from July 27 through August 8, 1997. The meetings would
start at 6:30pm and end at 10:00pm with an estimate of 300 people per night.
