Ice Arena Public Address System
Attached for your review is a very comprehensive memo from Ice Arena
Manager Rich Czech regarding the P.A. system quotes that were received.
The top recommendation from Rich is to purchase the system from Pro Sound
Communications in the amount of $13,571 based on the quality of the system
and the options it provides. The next best alternative according to Rich
would be the system from EMI Audio in the amount of $11,457. According to
the memo, Rich believes that the quality of the system that we would receive
from Pro Sound Communications is worth the extra $2,100 investment.
Also attached for your review is the June 2, 1997, City Council minutes when
the financing of the P.A. system was discussed. At this meeting the Council
supported using half equipment reserves and half capital project reserves to
finance the P.A. system. Per direction from the City Council the attached
June 11th letter was sent to the school superintendent regarding their
participation in financing the P.A. system. Dr. Flannery has indicated
verbally that he supports the school's contribution to a P.A. system, but I
have not seen this in writing.
Recommendation
It is recommended that the City Council authorize the purchase and
installation of the Pro Sound Communication P.A. system as recommended
by the ice arena manager.

Dear Pat,
I have received four quotes regarding possible P.A. systems for the arena. Over the past
few weeks, I have had the opportunity to listen to each of the four different systems.
Three of the systems were operating in ice arenas, the fourth system was in the gym at the
Elk River Senior High School. Each system had either the same or very similar
equipment to the equipment quoted for our building.
Acoustic Communication is the company that Maple Grove Arena selected. When I
listened to their system, I heard a lot of reverberation. Because of this, the system
seemed to posses poor intelligibility. I have had limited conversations with the sale
representative since receiving their bid and, as of yet have not received any literature
regarding the system components. Due to this, I am unable to comment on the
components at this time. The sales representative appears to be disinterested in selling us
his system which leads me to wonder what type of service we would receive if Acoustic
Communication is chosen. The system lacks a equalizer that is a key component in fine
tuning the sound in the building. The lack of enthusiasm on the sales representatives part,
as well as the apparent poor sound quality leads me to not recommend the system from
Acoustic Communication for our arena. I have however included the price of the system
and the components in which they have proposed for the building. (Please see attachment
item A for quote and components)
The second company that submitted a quote (please see attached item B for quote and
components) is Urban Communication. At this time they do not have any systems
installed in arenas. While the main part of their business is in rental and special events,
they have installed a few systems in gyms and auditorium including the gym at the Elk
River Senior High School. When listening to the system I found the intelligibility to be
very good and the sound was consistent throughout the gym. Since the arena is much
larger area and does not features acoustic materials that the gym has which help promote
good acoustics, I question if we would be able to experience the same results. This quote
also is missing some key components, Tape deck, C.D. player, Tuner, Equalizer, and a
storage rack to store all of the components. 16nowing that this company has mainly deals
with rentals and special events and we have no other arena to compare the system to I feel
that it is best to explore our options with an other company.
The third company that submitted a bid was E.M.I. Audio. E.M.I. Audio has installed
P.A. systems in a few rinks around the metro area such as Minnehaha Academy, and
Marriucci Arena. They also designed the system for the Centennial Arena. The system at
Centennial had good intelligibility but was lacking in even disbursement of sound. The
quote (see attached item C for quote and components) has a lot of quality components in
that the system features a section for the lobby along with all of the other items that make
the system complete. I do have a concern with the Bose 402 speakers for the main rink.
The Bose 402 speaker is designed to disburse sound over a large area, this could be a
problem because of the materials in which the arena is made from (steel and concrete)
sound will reverberate off of these materials possibly making the intelligibly unfavorable.
Because of this, I would only recommend this system if the system from Pro Sound
Communication is rejected.
The last company, Pro Sound Communication (see attached item D for quote) has broken
the quote down into five different sections: the main seating area, opposite side main
seating, over the ice, side (end), and the lobby. Along with the five sections they have
included a power up system that protects the system from power surges. Pro Sound
Communication has installed systems in both Woodbury and Plymouth Arenas they have
helped designed the East Bethel Arena. When visiting the Plymouth arena I found the
intelligibility to be very good in the bleachers and on the ice. I liked the way the system
was designed with two different sections one for over the rink, and the second one for the
bleacher area. Both sections can operate independent from one another or they can
operate simultaneously. The name of the speaker they use is Community. This speaker is
more of a directional type speaker which makes the sound more directional, thus cutting
down on the reverberated sound, making the sound intelligible. The draw back to this is
that because the speaker does not spread out the sound more speakers are needed to cover
a area. The system is completed with a big enough storage rack to fit the existing amp for
the other rink. The cost of the system does not include a lift, which would cost about
$350.00 depending on if all or just a few of the sections are completed. Over all this
system when completed would give the arena very good intelligibly through out the rink.
I would recommend that the first three sections, the main seating area, over the ice area,
and the lobby section as well as the power system be purchased at this time. This will
provide sound for the main areas being used at this time. The remaining two sections
could be purchased once the bleachers are installed in these areas. If there is any further

Capacity Report with the City Council.
Ice Arena Project
The Council concurred that 50 percent of construction project over-run costs be
covered from the Equipment reserves and 50 percent from the Capital Projects
reserve.

Cliff Skogstad, Building Official, was present to explain the proposed sub-floor
heating system for the ice arena locker room area (Agenda Item 6.5.)
COUNCILMEMBER FARBER MOVED TO APROVE COST SHARING WITH YOUTH
HOCKEY FOR ADDITIONAL COSTS ASSOCIATED WITH SUB-FLOOR HEATING
ALTERNATE, AND TO ADD SPRINKLING HEAD CORRECTIONS IN THE LOCKER ROOM
AREA AS PART OF THE ICE ARENA CONSTRUCTION BUDGET. COUNCILMEMBER
HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0.
The PA system, security system and Zamboni machine for the ice arena were
discussed. The Council directed staff obtain additional quotes for a PA system
and security system and expressed their support for use of Equipment reserves
and Capital Project reserves to fund these two items. The Council also directed
the City Administrator to send a letter to the School District regarding their offer to
share the cost up to $5,000 for the purchase of a PA system.

'RE: Public Address System at New Ice Arena Facility
Consistent with our recent discussions, I would hke to officially advise you
that the City of Elk River is pursuing the purchase and installation of a
pubhc address system at the new ice arena. The Ice Arena Manager, with
review by the Ice Arena Commission, is taking the lead in obtaining quotes
from vendors on comparable, high quahty systems that can be enhanced in
the future as needed. It is anticipated that quotes will be presented to the
City Council for consideration at the July 21, 1997, meeting, and that the low
responsible quote will be in the $10,000 range.
At the joint meeting of the City Council and the School Board on February
10, 1997, it was mentioned that the School District may financially
participate in the purchase and installation of a good quality public address
system at the new arena. The City Council sincerely hopes this will turn out
to be true. It would help the Council in reviewing this issue on July 21, 1997,
if the city could have some indication from you regarding a contribution to
the public address system.
