Staff is seeking a resolution of support to proceed with applying for a Federal Recreational Trail Grant
through the DNR Division of Parks and Trails.
BACKGROUND/DISCUSSION
This grant would secure funds to aid in the installation of drinking water at the Hillside City Park front
parking lot which would aid both general park users, as well as races held at the Park. Originally this
request was also to include funds fox additional supply storage to support the volunteer group that
maintains the park. After discussions with DNR staff, it was determined that the storage unit does not fit
into the grant eligibility requirements. Staff will be researching other options to provide needed storage
for the volunteer group.
FINANCIAL IMPACT
The grant amount being applied for would be approximately $13,000. 'T'his grant required a 50% match
from the local government unit which would be funded from the Hillside City Park user donations.

A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION SUPPORTING A GRANT APPLICATION TO THE
MINNESOTA DEPARTMENT OF NATURAL RESOURCES FOR THE
FEDERAL RECREATIONAL TRAIL PROGRAM
WHEREAS, the City of Elk River supports the grant application made to the Minnesota
Department of Natural Resources for the Federal Recreational Trail Program. The
application is to install a drinking water source at the Hillside City Park; and
WHEREAS, the Ciry of Elk River recognizes the fifty (50) percent match requirement for
the Federal Recreational Trail Program, and has secured the matching funds.
NOW, THEREFORE, BE IT RESOLVED, if the City of Elk River is awarded a grant
by the Minnesota Department of Natural Resources, the City of Elk River agrees to accept
the grant award, and may enter into an agreement with the State of Minnesota for the above
referenced project. The City of Elk River will comply with all applicable laws, environmental
requirements, and regulations as stated in the grant agreement, and
BE IT FURTHER RESOLVED, the City Council of the Ciry of Elk River names the
fiscal agent for the Ciry of Elk River for this project as:

BE IT FURTHER RESOLVED, the Ciry of Elk River hereby assures the drinking water
source will be maintained for a period of no less than 20 years.
