TO: FROM: DATE: SUBJECT: Mayor & City Council Steve Ach, City Planner~.c,~ July 21, 1997 Sale of Property to Morrell Transfer Issue Consider Resolution No. 97- __ Morrell Transfer. authorizing the sale of city property to Location Southwest corner of 171st Avenue and the Burlington Northern railroad tracks. Overview Morrell Transfer has requested to purchase a parcel of property currently owned by the City. Morrell Transfer currently owns approximately 17 acres along the south side of 171st Avenue which they are planning to develop as a new trucking facility. The property to be purchased has an area of approximately 6,000 square feet and is a remnant from the construction of the 171st Avenue project. The property was originally purchased from the Eull's for right of way to facilitate the construction of 171st. Morrell Transfer would like to purchase the property to expand their parking facility. It has also been agreed that 25 feet along 171st Avenue would be maintained as open/landscaped area to provide an aesthetic appearance from 171st into the Morrell Transfer facility. The sale price of the property as discussed by the Council at a previous meeting would be $500. The sale of the property to Morrell Transfer would have the following conditions: 1. A 25 foot open/landscaped area be maintained along 171st Avenue and shown on the approved development plans. 3. The sale price of the property be $500. Recommendation It is recommended the Council approve Resolution No. 97- authorizing the sale of property to Morrell Transfer with the conditions outlined in this report and resolution. \\elkriver\sys\shrdoc\council\morelsal.doc RESOLUTION 97- A RESOLUTION OF THE CITY OF ELK RIVER DECLARING THE SALE OF CITY PROPERTY WHEREAS, the Elk River City Council has received a request from the adjacent landowner to purchase property described in Exhibit A; and, WHEREAS, the City has reviewed the request and has determined the sale of said property would not be in conflict with the City's Comprehensive Plan; and, WHEREAS, the City has determined the purchase price to be five hundred dollars and no cents ($500.00). NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Elk River, Minnesota approve the sale of property to Morrell Transfer based on the following: The sale of described property is to assist in facilitating industrial development. o The property is considered a remnant from the improvements to 171st Avenue. 3. A twenty-five (25) foot green space be preserved along 171st Avenue. The sale price has been determined to be five hundred dollars and no cents ($500.00). The sale is contingent upon Morrell Transfer proceeding with development of the site along 171st Avenue.
