BACKGROUND/DISCUSSION In review of the existing site information we have on file for the Public Works Facility site, it was evident the information we have is outdated and inaccurate. The existing conditions survey was last completed prior to 2005. There have been a number of changes to the site since the survey was last completed. In addition we do not have any formal geotechnical information to determine the soils and ground water table in the area. The architectural contract identifies the City of Elk River shall provide a complete topographic/boundary survey and geotechnical report. We have solicited three quotes for the completion of the survey and three quotes for the completion of required geotechnical information. We feel all proposers understood what we have asked for and have the ability to meet our requirements for the price they have proposed. We recommend the award of the low quotes received for the completion of a topographic and boundary survey by Bolton &Menk, Inc. in the amount of $8,900 and a geotechnical report by Northern Technology, Inc. in the amount of $2,600. The purpose of this study is to collect representative soil samples, analyze the subsurface soil and groundwater conditions and to furnish a detailed geotechnical engineering report with appropriate design and construction recommendations. The project consists of the construction of a new public works facility for the City of Elk River. SCOPE OF WORK The following is our proposed work scope based on your RFP. NTI will contact the Minnesota "One-Call" system for clearance of public utilities within the area of the soil borings. The cost of a private locator is a reimbursable expense. NTI will provide a private locator should it be necessary. We will mark the boring locations based on the layout plan you have provided. We will make you aware of these field activities before proceeding to the. NTI will then mobilize a truck mounted drill to the site to drill ten (10) standard penetration soil borings drilled to a depth of fifteen (15) (total of 150 lineal feet of drilling). If soft soils, fill or organic soils are encountered near termination in the building pads we will continue drilling until a minimum of five (5) feet of suitable foundation soils are observed. This drilling program will take 1 to 1 1/2 days to complete. Minneapolis ~ Fargo • Grand Forks Proposal for Geotechnical Services Elk River Public Works Facility Elk River, MN Soil sampling in the borings will be performed at 2-1/2 foot intervals to a depth of 15 feet with additional samples obtained at 5-foot intervals thereafter. Soil sampling will be performed in general accordance with ASTM D 1586. A geotechnical engineer will visually classify field- collected samples in accordance with ASTM D 2488. Each soil sample's color, relative moisture, STP N-value, relative density, consistency and estimated compressive strength will be documented on soil boring logs. We will measure for the presence of groundwater or lack thereof when we complete each soil boring. We will backfill the soil borings with soil cuttings or high solids bentonite grout to comply with current Minnesota Department of Health Regulations. We will perform laboratory tests on selected soil samples, including: 1. Plastic/liquid limit tests on cohesive soils 2. Moisture density tests 3. Gradations Upon completion of the field and laboratory work, a geotechnical engineering report will be prepared. The report will include the logs of the borings, location drawing and the results of the field and laboratory tests. In addition, the report will include our engineering opinions and recommendations regarding: I . Site preparation and excavation recommendations. 2. Engineered fill and compaction recommendations. 3. Estimated depths of unsuitable soils to be removed at each boring location. 4. Anticipation and management of ground water for design and construction. 5. Recommendation for foundation design. 6. Bearing capacity and allowable loads. 7. Potential construction difficulties regarding excavation and backfill. 8. Estimated R-Value for use in bituminous pavement design. 9. Estimated subgrade modulus "K" for floor slab and concrete pavement design. 10. Recommended pavement design thickness. NTI's engineers are also available to review earthwork, groundwater control, and other civil plans and specifications as an additional service. DELIVERABLES NTI will provide three (3) paper copies and a PDF of the final report to the client. SCHEDULE Assuming authorization to proceed is given by March 8, 2011, the field work will begin in by March 15, and the report will be issued by March 22 or sooner. Boring logs and verbal information regarding our findings can be provided within 1 to 2 days after the field work has been completed. Obtain ground surface elevations at each boring location using a nearby permanent benchmark. Based on our observations of the site, it is our opinion that a conventional truck-mounted drill rig can access the site and perform the soil borings. In the event snow removal is required for our truck-mounted drill rig to access the boring locations we understand the City will complete this snow removal. Soil Laboratory Testing Our services will include mechanical laboratory testing of selected soil samples to aid in judging engineering properties of the soils. In this proposal, we have budgeted $300 for geotechnical laboratory testing. If conditions are encountered which indicate the laboratory program should be expanded for proper evaluation, we will review the recommended tests and associated costs with you prior to proceeding. Engineering Report Following the field and laboratory work, a formal engineering report will be prepared and submitted. This report will include logs of the test borings, the laboratory test results, a review of engineering properties of the soils found at our boring locations, and our geotechnical engineering opinions and recommendations regarding the following: • Grading procedures to prepare the building area for structural support. Foundation types and depths. • An allowable soil bearing capacity for design of spread footings. Estimates of foundation settlement. • Support of the floor slab of the building, including comments about the need for a moisture-vapor membrane. • Comments on the suitability of the on-site soils for reuse as fill. • Soil parameters for design of below-grade foundation walls, including lateral loads and the need for draintiles. • Comments on other items which may affect final performance or constructability, such as frost heave and drainage considerations. The scope of work defined in this proposal is intended for geotechnical purposes only. This scope is not intended to explore for the presence or extent of environmental contamination at the site. However, we will note obvious contamination encountered which can be detected by human sight or smell. City of Elk River AETProposal No. 26-00324 March 13, 2009 Page 3 of 4 Fees The scope of work defined in this proposal will invoiced as a lump sum fee. To complete the scope of services previously described, we will invoice you a fee of $4,950.00. In the event the scope of our work needs to be revised due to unanticipated conditions or for proper evaluation, we will review such adjustments and the associated fees with you and receive your approval before proceeding. Additional drilling will be invoiced at a unit rate of $20.00 per linear foot of drilling. Schedule Weather permitting; we anticipate drilling operations can begin about 12 to 15 working days after receiving authorization to proceed. Actual field work should be completed in one working day. Verbal results of the drilling activities can be obtained shortly after completion of the drilling. We anticipate the geotechnical report can be prepared about one and one half to two weeks after completion of the field work. We are available to review special schedule needs with you. Terms Our services will be performed per the two-page "Service Agreement," and the one-page "Subsurface Boring Supplement." Copies of each aze attached. Acceptance To formally authorize our services and indicate your acceptance of this proposal, please endorse it and return it to us. By authorizing this proposal, AET is of the understanding that the current property owner is aware that AET will be performing this work, and has also authorized our firm to operate our equipment on the property. After that time, if not authorized, we reserve the right to renegotiate any and all aspects of this proposal.
