SUBJECT: Update -The Bluffs of Elk River
At its January 2011 meeting the HRA requested follow up from staff on the status of The
Bluffs of Elk River rental of housing units.
In October 2008 the HRA and City Council approved a resolution authorizing rental of
certain units in the Bluffs to displaced families from Lion's Park Apartments, with a lease
termination of December 31, 2009. Attached are the March 1, 2010 minutes from the
HRA's most recent discussion on The Bluffs rental. At the March 1, 2010 meeting
MinnWest announced their intentions, as majority property owner of The Bluffs, to begin
leasing units. HRA Attorney Jenny Boulton, of Kennedy & Graven, advised the HRA on
options to enforce the definition within the TIF Development Agreement of the "Bluff
Block Housing" as "owner-occupied housing". Ms. Boulton advised that if the City wished
to enforce this definition that action would be pursued with MetroPlains as "Developer"
under the Development Agreement, and not MinnWest as property owner. There was no
action taken at the meeting by the HRA or Council regarding this option.

Attached are the most recent River's Edge meeting minutes.
The next meeting is scheduled for Wednesday, March 9~'. Staff continues to attend the
monthly meetings as city liaison and assists in downtown marketing efforts.
Rivers Edge Meeting Minutes December 1, 2010
Meeting was called to order at 3PM at Edward Jones Conference Room. Members present: Nicole Fox
(Nicole's Salon), Sandi Yeado (Edward Jones), Fred McCoy (McCoy's Pub), Jim Rudolph(Bank of Elk
River), Annie Deckert (City of ER Economic Development Assistant), Wendy Simenson (Kemper
Drug)Tony Mikols (Dare's)Stephanie Albin (City of ER Park and Rec),Tanna Anderson (First National
Bank), Shirley & Vivian (The Great Room)
Treasurer's Report: $3,570.71
Secretary's Report: Fred will bring minutes to next meeting.
City Update: Annie Deckert brought us information on upcoming City events in December. She also told us
that The City of Elk River is creating a citywide branding committee to help promote the vision of the City.
Downtown Parking Permits will need to be renewed in December.
The Energy Expo will be held on March 5th from lOAM to 2PM at Elk River High School. Ron Schara will
be speaking. RiversEdge again has the opportunity to have a booth and offer items for the prize wheel. Annie
also encouraged the Arts Alliance to come up with some "Art from recycled objects" that could be
highlighted. We need people to volunteer to set up and sit at the RiversEdge Booth from l OAM to 2PM.
The City will be setting up a recycling container for pop/water bottles downtown in the spring before the
concert series starts.
Stephanie Alban Park and Rec: Park and Rec will be hiring a Santa this year instead of using a park
employee. We need trees and decorations for the Park. We could get some this year to use again in the
future. Park and Rec has a chair for Santa. The Sleigh will be put in the park. The Great Room has artificial
trees we could borrow. Sandi said that she has tree stands that would be available to use. Fred and Robin said
they would look into borrowing a real tree. People who can help set up should be in the park at LOAM on
Saturday Dec 4th. Mary Bakken is our contact for Gifts Anonymous and will have containers in the park for
gifts. Wendy will confirm with Hemker's for the animals.
Main Street Preservation: Nicole is working on facebook page and she and Wendy are planning to get
together to look at website options and to see if there is a way to pay dues online.
New Business
ArtSoup: Is Scheduled for Saturday June 19, 2011 in downtown. Stephanie reminded us that a request needs
to be made with Tina from the City to reserve the park that day.
Other: Uniquely Yours is closing on December 4th . We will miss Donna's presence downtown.
The Bank of Elk River was recognized for their extra contribution to help support the Holiday Downtown
Celebration as well as their putting Shop Downtown Elk River in their Bob Radio spot for the celebration
and afterwards.
First National Financial was recognized for their extra contribution to help support the Holiday Downtown
Celebration as well as the time and talent that Tanna took to design and print the poster for the event.
Robin was recognized for going out and procuring and "planting" the flower pots in a winter style.
Also a Big Thank You to the City of Elk River and Stephanie for all her extra work in getting the Downtown
Holiday Celebration put together.

City Update: Annie Deckert brought us information on upcoming City events:
Free Foreclosure Forum on Saturday January 15th from 9-11 at the Elk River YMCA. Free daycare for
children.
Trim Your Waste Line January 27 from 7:30 to 9:30 AM at Great River Energy in Elk River. Learn how
your business can save money, reduce waste, and conserve water. Refreshments will be served and attendees
will receive an Energy City High Five award. This is a free event.
Elk River will be holding it's 5th Annual Energy Expo, featuring Ron Schara from MN Bound, and his dog
Raven. This is a free event that features energy related businesses. This event will be held at the Elk River
High School, on Saturday, March 5th from 10:00am to 2:OOpm. Contact 763-635-1000 if you're interested in
being an exhibitor or sponsor for the event.
Annie showed us a petition that was being signed to put the Historic nonfunctional water tower in Downtown
Elk River on the 2011 Minnesota Register of Historic Places. Upkeep on the water tower is very costly. It is
coated in lead paint. If it gets put on the Historic Register, there are grants available to pay for its upkeep.
Sandi moved and Deb seconded that the RiversEdge Group should sign the petition. The motion carried.
10 units in the Bluffs are currently rented out. Sixteen more units are going to be finished to rent out.
EDA has authorized a branding subcommittee for the City of Elk River. Surveys will go out to different
groups to see what the perception of Elk River is and to help the City identify and create a unified message to
communicate with the community, businesses and outside audiences. Wendy was appointed as a member of
the committee and will represent the Downtown RiversEdge Group and the Arts Alliance.

Cheer for your towns chance to win a share of 5 million dollars in funds and community support. CHEER
FOR YOUR TOWN
When you cheer your city, it will be placed into one of the following four municipal categories:
(1) population of 500,000 or more.
(2) population of 250,000 - 499,999
(3) population of 100,000 - 249,999 population, and
(4) population of 99,999 or less.
Municipal prizes will be awarded in each of these categories. When you cheer your city for the chance to win
one of the municipal prizes, you will also be entering yourself to win one of the personal prizes. Limit of 10
entries per person per day.
PRIZES: Municipal
A total often (10) Municipal Prizes will be awarded (in the form of a donation) to nominated towns or cities.
All winning municipalities will appear in the May issue of Reader's Digest, and will become a stop on the
Reader's Digest RV tour. One (1) First Place Prize of $40,000 One (1) Second Place Prize of $25,000
Four (4) Runner Up Prizes of $10,000 Four (4) Category Based Runner Up Prizes of $10,000 each
Individual:
A total of 11 prizes will be awarded to individual entrants. One (1) Grand Prize of $35,000, for a car and
other expenses for a road trip across the United States Ten (10) Runner Up Prizes of $500 each
A new business called Promo Products has located in Elk River. They make Motorola Headpieces for the
NFL.
Stephanie Alban Park and Rec: Summer planning is underway. The Director position for Park and Rec is
being reposted. Fire and Ice Festival is planned for Sunday Jan 23, 2011 at the Handke Pit from 2 to 4pm.
This is a Family event with skating, sledding, bonfire, medallion hunt, a boot hockey game between the
police department and the fire department, some Elk River high school hockey players on hand to meet the
community and free skating lessons.
Downtown Holiday Open House Wrap up: over 300 children had an opportunity to greet Santa and tell
him what they wanted for Christmas. The animals were a big hit -especially the camel. The pine trees
behind Santa were loaned by Ernie Goldenmann. Would have been nice to have been able to have decorated
ahead of time. Tanna suggested that we have a "tree float" so that we can decorate it ahead of time and bring
to the park the morning of Santa's visit downtown. There was some discussion about having an artificial tree
and decorations to avoid the hassle factor of having to get the tree at the last minute and then return. The
dancing Nutcrackers were a good addition to the event as was the Command Performance Choir performing
in the Park. Only downside was that it was a cold day. There were some patio heaters in the park. Might want
to consider setting up some kind of wind break for next year. Downtown Businesses didn't see as much
pedestrian traffic this year as last -probably due to the cold and snow.
The 2011 Downtown Holiday Celebration with Santa will be held on Saturday, December 10th
Main Street Preservation: Nicole has started a Facebook page for Downtown Elk River. It is called Elk
River Downtown River's Edge. You can become a fan by searching `Elk River Downtown River's Edge'.
Please post things on the wall about your businesses. Nicole also has reserved the domain name
~vw«r.errivet~se,d~.e.cotn for a Downtown Rivers Edge Website. The site should be up in the next 2 or 3
weeks. She will be looking for help with getting content. Please share your ideas with her. We will migrate
the information from Kemper Drugs Downtown Page http~/iwwtiv ken~erdrug com/downtown nh~ to the
new website.
The Energy Expo will be held on March 5th from l OAM to 2PM at Elk River High School. Fred took care
of the application for a booth. There will be 45 energy businesses showcasing their wares at the Expo. We
will have sandwich board signs telling people how easy it is to walk downtown for something to eat. We will
also promote downtown as parking your car and having the opportunity to walk everywhere downtown you
need to get. Downtown businesses can have coupons or other items to pass out at the booth. Also can offer
items for the prize wheel. We need more people to volunteer to set up and sit at the RiversEdge Booth from
lOAM to 2PM. So far Nicole and Sandi have said they can help set up at 9AM.
New Business
Art Soup will be held in Downtown on Saturday June 18 from 9AM to 9PM. There will be tents with
regional art groups displaying, a community tent for Elk River community groups and there will be a juried
art Tent. Art Booths will be on Jackson Ave and by the River. 9 local groups will be performing on the stage
during the day and evening.
Chamber of Commerce is holding Shiver Elk River on Saturday, February 12 at Lions Park. There will be a
14 team pond hockey tournament, a chili cooking contest, snow golf, sledding and skating. Buy chances on
guessing when the car on Lake Orono will fall through the ice.

• Discuss long term plans and initiatives for 716 & 720 Main Street buildings.
• Consider redevelopment potential and initiatives along visible corridors (e.g. East Hwy 10)
• Encourage city code enforcement for building maintenance, public safety and linage.
• Monitor proposed Hwy 10 improvements by MnDOT and impact on downtown area.
Opportunities -Foster apro-business atmosphere that provides incentives and
other opportunities for new and existing business growth.
• Continue implementation of regulatory adjustments and infrastructure development for the 171"
Focus Area. Initiate discussions with development community to develop strategy for marketing
and development of city-owned Gateway Business Park.
• Evaluate existing inventory of industrial and retail/comnnercial land. Identify need, locations,
phasing and financing strategy to expand city's inventory for future development.
• Continue Business Retention & Expansion program with emphasis on manufacturers.

• Complete and implement city-wide Branding & Marketing Plan.
• Market for sale & development of remaining Northstar Business Park lots to users who will
maximize buildable area of lots.
• Implement strategies in Stategic Industrial Marketing Plan, with emphasis on broker/developer
relations and website features.
• Continue marketing efforts to recruit restaurants and retail development.
• Maintain & communicate inventory of C/I properties for sale/lease.
• Continue implementation of strategies to use Energy City as economic development tool.
• Maintain & build networks with banks, brokers/developers, chamber, existing businesses, media,
Sherburne County, and others.
• Utilize variety of communication tools to market Elk River amenities & financing resources for
businesses -website, print, social media.
