BACKGROUND
At the December 13th Elk River Economic Development Authority meeting, the EDA authorized staff
to begin the RFP process and form a branding subcommittee to help facilitate and guide the City
branding and marketing process until completion. A Citywide branding campaign is an action step and
will support the Goals that support the Vision, approved by the Elk River City Council at the October
18`'' meeting.
A branding subcommittee of sixteen people comprised of City staff and key community leaders to
represent different stakeholders in the community has been created and has been diligentlyworking the
past six weeks to kick off this project. RFT's were elicited for a branding consultant the first half of
January. Proposals ranged in price from $25,000-$89-000. The branding subcommittee reviewed the four
proposals and invited the top three candidates to present their proposals and respond to questions from
the subcommittee before making a recommendation to the EDA.
Staff invited Wingnut, Johnson Group and ChandlerThinks to present to the subcommittee on February
14`E'.
DISCUSSION
In addition to the requirements as outlined in the RFP during the review process, the branding
subcommittee emphasized the following criteria:
Experience working with local governments/communities
Experience working with businesses, residents and non-profits in regard to the development
of branding strategies, marketing strategies and other applicable initiatives
Level of detail in process and approach in regard to accomplishing the brand strategy and
creating an implementation plan

It is important to note that the research component of this process is critical. Identifying the perceptions
of our residents, businesses and outside communities is crucial to developing a brand which is supported,
memorable, and desirable. The results of the branding initiative will not be impactful and sustainable
without that level of engagement and buy-in.
After all three presentations were given, the branding subcommittee decided 13-1 to recommend
ChandlerThinks to the EDA, The committee felt ChandlerThinks had the most experience, unique
approach and effective methods for collecting both quantitative and qualitative data used to assist in
identifying our community brand. Steve Chandler from Chandler'1liinks delivered a dynamic
performance which demonstrated enthusiasm, capability and extreme confidence in executing this
process. He indicated the importance of not only community involvement but fully understood the
dynamics of working with a community and political leaders. His positive energy, cutting edge techniques
and outside of the box thinking set him apart from the other finalists.
The branding subcommittee needed little discussion to move forward with their EDA recommendation.
Staff has invited the branding subcommittee to the EDA committee to provide additional comments or
answer questions of the EDA. Please note the branding subcommittee has demonstrated both dedication
and energy to their involvement in this process and put forth thoughtful consideration while discussing
and choosing both the finalists and final recommendation to the EDA.
CHANDLERTHINKS
With nearlytwentyyears of experience in strategic planning and brand development for local, regional
and national brands, Steve Chandler has worked with over forty communities across the United States
through the strategic and delicate process of community branding. Throughout the presentation,
ChandlerThinks demonstrated experience with the politics and potential pitfalls within a communitythat
truly resonated with the branding subcommittee. His unique background and "Brand Compass" process
developed to help communities uncover their strongest and most distinct brand position clearly set him
apart from all other finalists. His "'Brand Compass" approach includes obtaining background
information about the community, review and analysis of our online branding efforts, stakeholder
interviews, focus groups, community mystery shoppers, online survey (community and employees) and
other tactics to find out what people are saying about us.
C-nce the research is complete, the branding subcommittee and ChandlerThinks will evaluate the results
to determine our brand profile (shows how our community assets work together to make Elk River great
and how everything connects to a common branding direction), promise and strategy. The strategy will
show us how to make a bold statement versus trying to say all things to all people and succinctly tell us
how to apply our brand to everything we do. C-ur strongest marketing will come from our existing assets
and continued development resources. Recommendations will be made on how to apply our brand to
events, education, public service and more.

ChandlerThinks will provide a brand introduction plan and training for primaryusers, in addition to
"train the trainer" for each primary organization to reach out to their users/supporters (including
timeline). A plan will be created to measure success of the branding process and a two year budget
necessaryfor successful execution including measured outcomes and potential funding sources. An
evaluation will be completed after 6-12 months which will include another community survey to
determine how attitudes have changed and recommendations on how to fine tune marketing efforts.
NEXT STEPS
Staff will work with ChandlerThinks to finalize contract and move forward with the process. Research is
anticipated to begin earlyApril, with the results presented mid May. With the branding subcommittee's
involvement, staff anticipates the implementation plan to be complete early June. This process will work
cooperativelywith the City's Vision and Goals process.
FINANCIAL IMPACT
The EDA budgeted $60,000 in the 2011 EDA budget for the marketing campaign. Staff research has
found that the average cost of a re-branding process to be approximately $25,000-$40,000 with roughly
$10,000+ in expenses to implement the plan, depending on the recommend action items. It is important
to note that ChandlerThinks was not the lowest proposal received, nor was it the highest. The
ChandlerThinks proposal is in the amount of $37,250 and falls within the EDA marketing brand plan
budget.

Board Chair Ron Touchette opened the meeting and indicated the purpose of the meeting is to evaluate the
branding consultants based on their presentation and the desired outcome of the meeting is selection of finalists
for EDA consideration or a subcommittee consensus to not select any and reissue the RFP. He encouraged
members asking questions of the consultants, in addition to the questions provided by staff in the meeting
materials.

Board Chair Ron Touchette indicated that since a majority of the committee selected chandlerThinks, that this
will be the recommendation to the EDA for final approval of the branding and marketing consultant. He noted
that the proposal estimate including travel costs from chandlerThinks does not exceed the EDA's budget
estimate for a branding consultant. The EDA will consider the committee's recommendation at its March 14`}'
regular meeting at 5:30 p.m. Committee members are encouraged to attend to provide additional comments.
The EDA Branding & Marketing Subcommittee meeting ended at 6:30 p.m.

Steve Chandler is a career marketing man with almost two decades of
experience in strategic planning and brand development for local, regional and

world.
Steve extends his professional passion outside of the office by serving as a

Nashville, a State Director and board member for the American Advertising
Federation 7th District, and a member of the Program Advisory Committee for
Western Kentucky University's Department of Advertising and Journalism.
